Ibrox needs two things, ideally:

An expanded capacity; and

A new/reopened railway station.

 

The latter is certainly possible, with relative ease; the former more problematic, without substantial reconstruction.

We have already lowered the pitch so I would think putting on an extra tier would deliver up bad grass grow problems. I don't know if a hybrid pitch would help with that. Ajax had to relay the turf regularly because of not enough light for the grass to grow.

Lowering the pitch again is currently one of the options being investigated.

As I said Ajax had\have really bad problems with the grass grow. That is why Vitesse made a pitch that can be transported outside the stadium. That would certainly play a roll in building a second tier or lowering the pitch.
