Used to have that and I went to many games when the first team were playing away. Saw Andy Penman make his debut in one,was there when Foinaven won the national and the noise of trannies keeping up with first league games is well remembered.

No penalty the ball which was travelling fast connects with Lundstram's elbow and the force pushes his arm upwards,IMO.
