We can manage 10-11 billion ?  Are you sure about that ?  I am certain I read an article recently that said the global population has consumed a year's worth of natural resources (fruit, veg, beef etc) by the end of March - and that is with a population of 8 billion.  Throwing another 25% of a population on top of that will hardly ensure we can manage that.
