Doesn't this mean that all staff at No10 including Dominic Cummings should self-isolate for 14 days?

Apparently Johnston's pregnant girlfriend is self-isolating elsewhere in London.

Those staffers don't live at #10 though, do they ?  "Household members" I take to mean those living in the property - though your version is actually better preventatively !

His girlfriend stayed there. Now she has gone. I would think that some of the staff stay there permanently. But as you suggest they have all been exposed to infection so should stay at home whether it is no 10 or their own homes, certainly should not be travelling between no 10 and wherever.
