It was a huge miscalculation by the pompous EU to extend a hand to Kiev and talk about NATO membership. There isn't the leadership or preparation within the NATO bloc to do anything but impose sanctions if Russia invades Ukraine or the Baltic states. And Russia has Europe so tightly the throat with gas supplies that even then the prospect of a united front is close to zero.
