This feels like a grift tbh, that article states that farmers and agriculture were not consulted nor were any studies or pilots undertaken to asses the impact. They just pulled a % out of the air and decided to implement it.

It is well established that the public will accept being made poor, by barking mad policy, if you scare them enough.

It's one of the fundamental reasons why you deny the public the right to own guns. Gun ownership is one of the main litmus tests of a free-ish society.
