It would depend on what he looks to influence and what that would entail.

 

The decline would be in that supposed democracies are at various levels, now dancing to the tunes of unelected power.

 

The concentration of this power has never been greater and the technology now available, allows it greater scope for control.

So you think that decline is about the West becoming less democratic.

 

You think that a minority rules the West but that this was either less true, or untrue, in the past. Presumably pre 1979.

Because that's what I witness daily, some aspects of life progressing some  declining.

 

Probably always been the case and always will.

It may not be obvious but political stability has increased across the world. Poverty has decreased radically. Diseases affect fewer people. Medical treatment is far more accessible. Famine is less prevalent. Natural disasters kill many fewer people. 
 

If we are willing to address questions like this from a wider perspective than just our own then the picture improves and that improvement is almost entirely due to the so-called West being able and willing to share its undoubted successes. 
 

Presumably there was a point to asking the question. Perhaps the questioner could give an opinion.

Goes without saying but I’m never sure if the underlying motivation is the advancement of Russia or just busterish contempt for the west. I’m not sure I care tbh.
