If he was an excellent manager, he most definitely wouldn't be back with that lot. I could understand he feels a need to put time between his Leicester dismissal and and another thrust at the EPL - and what better place to while away a couple of years than what I imagine he sees as a fairly safe berth to put some more trophies on his CV. Agreed, but on the upside he's got the baggage of the way that he left last time and IF he starts badly then he will hopefully get less leeway than other mangers would and it won't take much for the fanbase to turn.
