Its officially a loan for 6 months, then he signs as a Rangers player at the end of the loan.
Its usually a way to get around FFP and moving the transfer fee to next season etc.

Its a saving face exercise... Their fans won't be happy if they're perceived to let Shankland go without a fight, so offering him a contract, the biggest contract they can, shows they've put up a fight. They can then blame Shankland for refusing to sign and wanting to leave if he goes

Read a follow-up specifically to this one that apparently Rangers were interested in the Summer under Beale but were told the release clause was £10million so we said no and spent it on Dessers and Danilo instead
