RANGERS have today clarified the situation over their fight for compensation for players who walked out on the club last month. A statement reads: "Contrary to what has appeared in sections of the press, FIFA has not granted a free transfer to players who have, the Club believes, unlawfully terminated their contracts. "FIFA has not made any ruling whatsoever on the merits of the dispute and stressed that this was a matter for the SFA. "It has simply allowed the players to be registered with new clubs on a provisonal basis pending resolution of the contractual dispute through the SFA arbitration. "The reason that FIFA made the decision is that it felt that damages was a sufficient remedy for the Club in the event that it proves its case. "The Club has now reached agreement with two of the players and their new clubs in respect of financial recompense in relation to the contractual dispute. "It has also instigated the SFA's arbitration process in relation to the remaining players with whom no agreement has yet been reached." It was announced earlier today that Rangers had agreed a fee with Southampton for Steve Davis. SFA and SPL chiefs had worked on a draft document which would erase five league titles and four Scottish Cups if an ongoing investigation finds the club guilty of breaking rules over EBT's. But the League Cup is run by the SFL and Rangers won that trophy 1n 2001-02, 2002-03, 2004-05, 2007-08,2009--10, 2010-11. -

The signing ban will start on September 1, giving McCoist just 42 days to acquire enough new players to take the club through to the January transfer window of 2014. And he made his first move by opening talks with Dean Shiels, below, who is out of contract after leaving Kilmarnock. by Lindsay Herron RANGERS chairman Malcolm Murray has insisted tonight that an agreement with the SFA has not yet been signed. However, he has pointed out that the reality facing Rangers is to suffer sanctions or risk not playing at all. Earlier tonight the SFA released a statement saying Rangers had accepted a signing embargo from September 1 2012 to August 31 2013. He said: "Board members, the Manager and senior executives from the Club have been meeting with the SFA this week with the sole purpose of ensuring the long term future of Rangers. "For clarity, we have not signed any agreement yet and therefore believe the SFA's statement to be premature. "We have had days of discussions with the SFA and it is important for everyone, but most importantly our fans, to understand that the SFA said it would only transfer the membership to play football if we accepted some form of additional sanctions for the sins of previous regimes. "The choice is stark - take sanctions or risk not playing football at all. We do not wish to gamble with the Club's future so, under duress, we have taken the difficult decision to accept some sanctions in order to move forward. "A delayed transfer ban would be a bitter pill to swallow and will only be agreed to if the alternative is no football. "We would have a window in which to sign players enabling the manager to strengthen the squad which is critical for the Club to start the process of rebuilding. "We also regret that any agreement with the SFA appears not to have the support of the SPL and, as such, it still wishes to impose further sanctions on the Club for the actions of previous regimes despite already voting us out of its league. The Scottish FA also confirmed that Sevco had also accepted the £160,000 fine imposed on the oldco for various rule breaches in the nine months Craig Whyte owned Rangers, including bringing the game into disrepute through non-payment of taxes. On Friday, the governing body stated: "Sevco Scotland Ltd have also undertaken to accept all other outstanding conditions relating to oldco’s charges of bringing the game into disrepute. The conditional offer of transfer will now be submitted to the appellate tribunal for its consideration. This will form part of the approval process for the transfer of membership which, once approved, will enable Rangers FC to take a considerable step towards participating in Irn Bru Division Three.

2012-07-20RANGERS FOOTBALL CLUB PLC DUFF & PHELPS RESPOND TO DI STEFANO’S ALLEGATIONS By Caroline Bayford and Tiina Paivarinta Giovanni Di Stefano has finally received a response to the serious allegations made against a number of people in the ever continuing Rangers Football Club saga. Di Stefano accused those involved in the downfall of the club established in 1872 of ‘systematic fraud and theft’ and ‘corporate genocide.’ On Thursday he issued a video statement confirming his intention to apply to the High Court for an order under s.994 of the Companies Act and invited other shareholders to join him subject to obtaining independent legal advice. Di Stefano made public his allegations in full and we reprinted such. In the spirit of fair and accurate reporting and the editorial policy of reporting news as opposed to making news or what many media outlets now prefer of ‘spinning stories (SS)’ the reply from Duff & Phelps is printed in its entirety. “The Rangers Football Club PLC (In Administration) (“the Company” or “the Club”) Dear Mr Di Stefano I refer to your recent correspondence and telephone calls and apologise if you feel that there has been any undue delay in my response. I note that you have recently become a shareholder of the Company and I now provide my comments on the various matters you have raised in your letter dated 15 July 2012. In the course of your letter, you make a number of similar (and in some instances identical) assertions across different paragraphs and my response will deal with your principal concerns, rather than addressing each point on a line by line basis. It should be noted that many of these issues have already been addressed in great detail via the various statutory reports and media announcements issued by the Joint Administrators. If you have not already done so, I would recommend that you take the opportunity to review these documents, which I believe will greatly assist your understanding of the Company’s affairs and avoid any further confusion. By way of additional clarification, I would make the following comments on the main areas of concern raised in your letter: 1. On 14 February 2012 the Company was insolvent in accordance with criteria set down in S.123 of the Insolvency Act 1986, as quite simply, it was unable to meet its liabilities as they fell due. Principally, liabilities of in excess of £12m were due to HM Revenue and Customs in respect of arrears of PAYE/NIC for the tax year 2011/2012, notwithstanding a number of other liabilities both liquidated and contingent. Additional commentary on this issue can be found in the Joint Administrators Report and Statement of Proposals dated 4 April 2012 (“the Proposals”), together with full details of the circumstances surrounding the appointment of the Joint Administrators, including an explanation of any prior professional relationship with the Company. 2. Your entirely unsubstantiated assertion that a sum in the region of £50m was either “stolen” or “misappropriated “ from the Company is noted, together with your additional comments about the activities of certain individuals previously connected to the Company. The Joint Administrators make no comment on these assertions other than to advise you that proceedings have been instigated in the English Courts, to which a number of parties involved in the takeover of the Company by The Rangers FC Group Limited have been joined. Given that these proceedings are current, you will appreciate that no substantial details can be made available at this stage, other than those previously outlined in the Proposals. Furthermore, the Joint Administrators have a statutory obligation to report on the conduct of all directors of the Company who have held office in the 3 years preceding the date of the commencement of the administration. If you have evidence that criminal activity has taken place in relation to the Company, then you should contact Strathclyde Police and provide them with the same. 3. The various statutory reports referred to above provide full details of the costs and expenses of the administration process. For the avoidance of doubt, the Joint Administrators have not yet drawn any remuneration in respect of this matter and the total amount of legal disbursements paid to date amounts to around £129,000. Our further reports will give full transparency on all costs incurred and paid during the administration period. 4. I am aware of the provision of S.994 of the Companies Act 2006 in relation to unfair prejudice against the rights of shareholders. Given that the Company is currently in administration, and the Joint Administrators are officers of the Court, I would respectfully suggest that the analogous insolvency legislation can be found at Paragraph 74 to Schedule B1 of the Insolvency Act 1986, under which an aggrieved member can apply to the Court in the event that his rights are prejudiced by the activities of an administrator. As you are now a shareholder of the Company, you are entirely at liberty to make such an application if you see fit. I trust that this information is of satisfactory for your needs and regret that I can be of no further assistance. For and on behalf of The Rangers Football Club Plc Peter Hart for Paul Clark Joint Administrator” Giovanni Di Stefano commented on the astounding reply that “it is noticeable there is no denial of the allegations save that they are ‘noted’ and no comments can be made according to D&P solely because there are proceedings on-going. I am always obliged at receiving advice as to how best to proceed against any that I accuse but this kind of takes the biscuit. As D&P fully understand that I am a shareholder and they invite me in a roundabout fashion to take any action I deem appropriate then either this case is so fully protected by those in high office that whatever anyone does it will make no difference or they are prepared for anything that comes their way. In either case as it is a shareholders right to take action I will do so.”

EAST FIFE Chairman Sid Collumbine admitted he was 'elated' after the men from Methil were drawn to face Rangers in the first round of this season's Scottish Communities League Cup. Collumbine joined club officials, SFL representatives and Scotland's First Minister Alex Salmond at Ochilview Park for this afternoon's draw with the Light Blues one of 15 unseeded teams. Gordon Durie is the current boss of the Fifers while his son, Scott, plays at right-back having previously featured for Rangers' under-19s. It will undoubtedly be a proud day for both on August 4 but Collumbine insists that playing Rangers will be a special moment for everyone associated with the Second Division club. He said: "I'm elated, I talked to our manager before I came here today and my instructions were to deliver Rangers at Ibrox. "I've delivered that and I'm delighted and really looking forward to it. "An ex-Rangers player of well-known repute (Gordon Durie) will be looking forward to it and our right back is Gordon's son Scott who'll be going back to Ibrox and I'm sure he'll be looking forward to that. "It's a big day for our club and it will help towards our community involvement. "We've just this year taken on full time youth players at East Fife and it will help to finance that. "But regardless of everything going on in football to get the big two in Glasgow is always an enormous thing to look forward to. "It'll be a proud day and for some of the young players we have coming through it'll be a dream come true for them." East Fife's pre-season preparations are already well under way and Collumbine expects the players to have a spring in their step in training as the big game against Rangers gets closer. He added: "We played Dunfermline last night and won 3-1 so I thought they played very well. "It's a matter of trying to get as many games and practise as possible in before the season starts. The young son of former Rangers player Claudio Reyna has died after a battle with cancer. Reyna’s son Jack was diagnosed with a pediatric brain tumour three years ago. The death of the 13-year-old was confirmed on Thursday night by Rangers on their official Twitter account. Manager Ally McCoist said: “We have just heard the sad news that Claudio Reyna's son Jack has lost his battle against cancer. "On behalf of everyone at Rangers I would like to offer my sincere condolences to Claudio and his family at this difficult time. "Losing a child at just 13 is a tragedy and puts football into perspective." During his time at Rangers, ex-captain of the American national team Reyna made more than sixty appearances between 1999 and 2001. When the Glasgow club won the Scottish Cup final against Aberdeen in 2000, Reyna brought his son Jack onto the Hampden pitch to celebrate. The 13-year-old was a keen footballer like his father and stayed with his family in Bedford in Westchester County, New York.
