  4. John Brown has claimed he has the support of former Rangers captain Barry Ferguson in his bid to help supporters gain control of the Ibrox club. Brown, who coached Ferguson in the midfielderâ??s early days at Ibrox, has been talking to the Blackpool player in recent days about his ongoing plans to front a consortium to buy out Sevco Scotland. Yesterday The Sun newspaper ran the story of Di Stefano allegations in a letter that we published addressed to Duff & Phelps. â??Duff & Phelps did their best to avoid receipt of my letter which infuriated me because as a shareholder I am entitled to answers. I then contacted the Office of Cyrus Vance Jr and filed a formal complaint because there are shareholders in America and D&P are a US company,â? said Di Stefano. Yesterday the SPL â??invitedâ?? Di Stefanoâ??s old club Dundee FC to the Scottish Premier League and confirmed that they would work with the Scottish Football Association to revamp Scottish Football. But Di Stefano was critical of the way that events are shaped to destroy Rangers Football Club. â??Destroy the club and you partly destroy the evidence of blatant fraud,â? he said. Di Stefano has stated that it is still not too late to mitigate the damages caused to the 1872 club that founded Scottish Football. â??The way ahead is to admit Rangers and Dunfermline to the SPL so that the least damages are caused and then investigate in a proper manner what happened. Itâ??s no use pardoning Rangers when they have been executed. You will note that the clear and precise allegations are one of fraud and the manner upon which an esteemed firm placed itself in a position of trust and obtained substantial benefits. I have to say that Lord Hodge at the Court of Sessions in Edinburgh also expressed concerns at the â??conflict of interestâ?? issues but as per my investigation the matter is far deeper rooted. The corruption and mannerism upon which many seek to annihilate Rangers Football Club so quickly leaves an odour of something extremely suspicious. I can only but cite your words in the Kenneth Starr case who as you know I advised to plead guilty â??Kenneth Starr systematically defrauded his friends, family, and business associates out of tens of millions of dollars through phony deals, repeatedly abusing the trust of those who believed he was an upstanding businessman.â? This case is facsimile in that Duff & Phelps were first and foremost the advisors to Craig Whyte and even assisted him with the formation of certain companies, used monies from the company for substantial professional fees, and used their position of trust to ultimately become the Administrators thus ensuring that they were in a position to erase any traces of fraud. Whilst in the Kenneth Starr case the fraud was perpetrated on wealthy individuals, which certainly was a mitigating factor (but not excusing factor) in this case many small time investors in the company have been clearly defrauded. Whilst there is indeed I am told a police enquiry by the Strathclyde Police in Scotland I hold little confidence that those truly responsible will ultimately pay the price for their alleged crimes. The United States of America hold jurisdiction (a) because Duff & Phelps are registered in your County and more important there are fellow company shareholders that are resident in the US whose shares are now worthless. I am thus asking that you treat this letter as a formal initiation of a complaint of fraud and that if necessary, and I am aware of your capabilities, leave no stone unturned including seeking extradition warrants from those responsible for this on day to day people and supporters of a club that has been in existence since 1872 as an association and 1899 as a corporate body. The son of the Secretary of State under the Carter Administration he is known for his tough stance of white collar crime and has considerable experience in criminal trials. Uefa shelves proposals to impose a transfer ban on clubs that breach its financial fair-play rules Uefa has shelved proposals to impose a transfer ban on clubs that breach its financial fair-play rules amid concerns that its planned penalties will be legally unenforceable, or face challenges from individual players. The European governing body confirmed on Tuesday that transfer embargo proposals, which had the support of leading clubs including Inter Milan and Arsenal, have been dropped because they were unenforceable. Control over player registrations lies with national associations and Fifa, not Uefa. The move is a blow to Uefa’s prospects of producing a credible series of penalties short of the ultimate sanction of expelling teams from European competition. Uefa intends to set out a sliding scale of proposed penalties for breaches of the rules in January, ahead of final ratification at its congress in March. Punishments will range from suspended fines, fines, to expulsion, but many of the alternatives under consideration are legally fraught. Nyon is actively considering variations on the transfer embargo theme, including banning players whose signings contributed to clubs spending exceeding income, or limiting squad sizes, but these could face legal challenge from individual players. Lawyers have advised that Uefa could be open to restraint-of-trade suits from players excluded from the competition. They could argue that they legitimately joined a club only because of the prospect of Champions League football, and now find themselves barred. The issue has gained momentum in Europe in the last week following Manchester City’s revelation that they recorded a £195 million loss last season. The FFP rules require clubs to lose no more than £38 million over the next three seasons including this one, a goal City are certain to miss even if they meet their target of reducing losses to less than £100 million this season. The credibility of FFP will rest on Uefa’s ability to establishing meaningful penalties, with fines by definition unlikely to deter clubs like City backed by billionaire owners. The withholding of prize money meanwhile will have the consequence of increasing the gap between income and earnings. City have had a front-row seat in the discussions over penalties with finance director Graham Wallace a member of the European Club Association panel that has been liaising with Uefa on the issue and last met in September. They have also been lobbying hard to convince Uefa that the City investment is not just a vanity project by Sheikh Mansour bin Zayed al-Nahyan, but carries community benefits as well. Andrea Traverso, Uefa’s head of club licensing who is driving the regulations, has visited Etihad Stadium as City’s guest to see the plans to develop an academy campus and regenerate the local area. The use of a transfer ban was put forward as a favoured punishment at the ECA in September (see article below). However it appears such a ban would fail the EC's restraint-of-trade rules.   11. Scottish Premier League chief executive Neil Doncaster is unable to provide clarity on the prospect of £15.7m being lost through commercial contracts. The top flight warned they faced losing TV deals with Sky, ESPN and SPORTFIVE if Rangers were not voted into the First Division. SFL clubs decided to send the newco to Division Three, meaning the Ibrox side will not participate in the top flight for at least three seasons. The threat of a "slow, lingering death" for Scottish football, as forecasted by Scottish FA chief Stewart Regan, is yet to come to pass. Doncaster says discussions with commercial partners will continue over the coming weeks with a view to a solution. In his interview with STV's Gordon Chree, Doncaster also laughs off calls for him to resign and says any decision on whether he should remain in his post lies with the league's 12 member clubs.

Since some shareholders reside also in the US and Duff & Phelps are also in the US the County of New York District Attorney hold jurisdiction. I have asked the DA to use all his investigative powers including but not limited even to extradition of those responsible. I will publish tomorrow the letter of complaint. I will also as a .. shareholder institute civil proceedings for the recovery of monies due to the company. Whilst the system may facilitate overlooking this massive crime in this jurisdiction rest assured that the US has no holds on prosecuting anyone regardless of whether they hold the office of President or pawn." GIOVANNI DI STEFANO‏@DEVILSADVOKAT It seems to me talking as a shareholder that ALL involved want to ERASE Rangers totally so that the massive fraud perpetrated remains... unpunished...that is what it seems so there is a race against time those who want the entity to stay alive and those that want Rangers dead and buried and hopefully forgotten..impossible scenarios and conditions are being imposed on Mr Green wholly unfair and prejudicial but because the CORRUPTION and theft stretches high high all seem to want to kill of Rangers...well I am no supporter but I be damned if I stand by so I gonna fight and anyone want to oppose then join the list cos this case will now go to de US where ALL gets properly prosecuted Im gonna use every ounce of influence I have with Mr M to ensure SPL/SFL will not get a dime from SKY over this blatant scandal until sorted

Groundswell of opinion against SFA's Stewart Regan - Yorkston Dunfermline chairman John Yorkston predicts that further calls to remove Scottish FA chief executive Stewart Regan will receive widespread backing. "As far as Stewart Regan goes, we'll certainly be supporting moves to get him out his job when the SFA agm comes up," Yorkston told BBC Scotland. "I believe it will be progressed and have a lot of support." A vote of no confidence in Regan was proposed but not acted upon at Friday's Scottish Football League meeting. The 30 SFL clubs voted the new Rangers into Division Three last week, despite Regan's warning of a "slow, lingering death" for football if the Ibrox newco were not admitted to Division One. Regan also advocated Dundee as the replacement for Rangers in the top flight , rather than the Pars, who argued unsuccessfully that they should be reinstated after their relegation. "I am just so disappointed with emails I've seen from Mr Regan at the SFA where, three weeks ago, they said Dundee were the team that were going up," said Yorkston. "Why couldn't he have told us? We've still to get a team together for the start of our season and, if they made that decision three weeks ago, they should have had the decency to tell us."
