As the deadline for bids for the Ibrox club grows ever closer, Alan Pattullo discusses the potential buyers, with Paul Murrayâ??s Blue Knights consortium still very much a possibility.   6. They are calling a creditors meeting for Friday, April 20 at Ibrox, when they will present their proposals for taking Rangers out of administration. This will involve two possible scenarios: exiting via a Company Voluntary Arrangement, or the assets being sold to a newco. The creditors will, effectively, be voting for which of the two outcomes suits them best, but by then the likely future of the club will have been determined. As administrators, Duff & Phelps have three priorities, in order: first, to try to rescue the company as a going concern; second, to achieve a better result for the creditors than winding the company up; then lastly, selling assets to raise funds to be distributed to the secured or preferred creditors. In their proposal, Duff & Phelps must explain any reasons why they would consider either or both of the first two objectives to be impossible to meet. The three remaining interested parties â?? the Blue Knights consortium, Club 9 Sports and a Singapore-based consortium â?? must submit their best and final offers by tomorrow, with proof of funding. Duff & Phelps will then decide upon their preferred bidder. They can offer a period of exclusivity, during which the administrators cannot enter in negotiations with any other potential buyers, in return for a non-refundable fee, thought to be in the region of £1m. The deposit acts as further proof of intention, and provides an element of security for the winning offer. It also establishes how much money Duff & Phelps can utilise in a CVA, allowing them to then begin negotiations between the dominant creditors and their preferred bidder. The likelihood or otherwise of a CVA will have, in effect, been determined before the creditors meeting is held, since Her Majesty's Revenue and Customs already represent a large percentage of Rangers' debt. For a CVA to be passed, creditors holding 75% or more of the debt must vote in favour, and if the first tier tax tribunal finds in HMRC's favour â?? landing Rangers with another tax bill of up to £50m â?? they alone could determine the outcome of the CVA. The votes of the other creditors would then essentially be irrelevant. Yet it seems unlikely that any of the interested parties other than the Blue Knights could pull together a workable CVA. Paul Murray's move to bring Ticketus â?? the company that lent Craig Whyte £24.4m in return for future season ticket sales â?? into his consortium means that if the Knights are successful in their bid to buy the club, Ticketus will not be among the creditors. Murray, the former Rangers director, is also thought to have negotiated better repayment terms and conditions from Ticketus, freeing up more revenue in the short-term and allowing the club to re-stabilise more quickly. Ticketus would also effectively act as the club's bank, providing a bridging loan for working capital until a share issue is held, with the proceeds being split between CVA payments â?? HMRC often agree to CVAs that involve a lump sum payment then further installments form future revenue â?? and investment. Under the Knights' plans, the rest of the creditors would receive more money from the CVA, and their deal with Ticketus also avoids further legal battles. In a court judgment last week, Lord Hodge declared that Ticketus's claim on future season ticket sales cannot be enforced â?? because it is not recognised in Scots Law â?? but they do have a contractual entitlement. "Although Lord Hodge's decision has, if you like, got rid of the Ticketus rights to future income, Ticketus will almost certainly have an unsecured claim against the football club," says Maureen Leslie of MLM Solutions, the insolvency practitioners. "Lord Hodge left it open just a tiny bit by not precluding Ticketus taking their case to a higher court. If you're going to have months of horrendous litigation, that's going to prevent you from taking a CVA forward within a realistic time frame. You need to get that litigation out of the way." Club 9 Sports, the Chicago-based investment fund, are believed to have made the highest indicative offer for the club â?? around £25m â?? but this is thought to contain several clauses that could see it reduced to become closer to the other bids. Herald Sport has also received a firm denial from the owners of the New York Yankees that they are among the backers. Club 9 Sports are also not thought to have carried out due diligence on Rangers, even though Duff & Phelps set up a website with secured access to a data vault of all the relevant financial and legal information. "One of the reasons you do diligence is to understand the obligations you're taking on," says Neil Patey, a partner with Ernst and Young. "That all disappears if you're just buying the assets. The other part is understanding the revenue generation of what you're buying, the wage structure, what the historical expenses are. But in a distressed scenario you're just buying the assets so there's less diligence done. "Why go down the liquidation route? It is cleaner. A CVA is about preserving history. You could see why a Paul Murray consortium would be much more aligned to the history than an American investor." Duff & Phelps are duty bound to accept the highest offer, but they must also be certain the bidders can deliver. Liquidation and starting the club under a newco is the simplest route out of administration â?? so still the most likely â?? while a CVA requires the new owners to submit business plans, cost and future revenue projections for creditors to scrutinise. Yet the Blue Knights' bid has been constructed in such a way as to make it favourable for both the club and the prospects of gaining a CVA.   7. BLUE KNIGHTS chief Paul Murray has made one last plea to Craig Whyte to sell him his Rangers shares. As SunSport revealed last week the discredited Ibrox owner is refusing to do business. Now Murray fears it will see his consortium's bid doomed ahead of tomorrow's deadline. And last night he begged Whyte to see sense and give up his 85.3 per cent shareholding. Murray said: "The fundamental issue is Craig Whyte. "I actually find the guy's behaviour to be staggering. "After everything that's happened, I can't believe he's effectively blocking me from trying to do the right thing for the club. "You think he'd have the decency to do one last thing to help the club. But as we stand at the moment he's still refusing to sell his shares to me. "That prevents a CVA from happening. This is a fundamental issue and for it to be still outstanding at this stage is quite frankly staggering. "If Craig Whyte isn't prepared to sell his shares to me then the only way around it is to get involved in legal mechanisms. "That takes time and the club doesn't have time. "I'm not saying I'm the only person who can buy the shares. "But if I am the right person and I have the right bid then surely he should hand the shares over. Otherwise, in the absence of that, it's a pretty bleak outlook. "What happens then is that we get locked into months and months and months of legal battle and the club suffers. "But it's not too late for him to change his mind. "If he does have the club's interests at heart in any shape or form â?? as he claims â?? then he can do one last thing. That's all I'd say if I was speaking to him now." Whyte broke cover last night to question what Murray would bring to Gers. He said: "We have never seen eye to eye. I haven't spoken to him since last May. He is one of the old board. I don't see what he brings to the party. "But there are some good guys in the Blue Knights and I've spoken to a couple of them, and have no problem with them. "People will put their bids in by Wednesday and then we will see what happens." Whyte claims he will quit Gers if it's the best way forward for the club but is determined to have a say on who takes over. Administrator Paul Clark described him as 'irrelevant'. But Whyte hit back: "They can describe me this way if they like, but I would disagree with it. I am still the owner. "But I am willing to walk away if it is for the good of the club. I wouldn't make anything out of it. "I have £30million in cash and guarantees on the line but I'd walk away if it's best for Rangers. "I have been in touch with a couple of bidders. If I can help any of them I will." The threat of liquidation still looms large and Whyte insisted: "I do not favour liquidation at all, it is not necessary. "I want to exit administration with a CVA. There is no reason whatsoever why that can't happen. "Liquidation is no good, it will end 140 years of history. I can understand why some people might think it is a good idea but we have to keep Rangers alive." For last night it concentrated on the fact the weather is cold and the two pandas in Edinburgh Zoo are about to mate. There was not even the hint of a mention of the man at the head of the OFFICIAL Celtic Supporters Association being a hate filled bigot. Perhaps that was not surprising, as the man in charge of Reporting Scotland is Diarmid Oâ??Hara, who is believed to be a rabid Celtic supporter. It is not known if he is a member of the OFFICIAL Celtic Supporters Association, which Joe Oâ??Rourke is the general secretary of. But Oâ??Hara and his news team can hardly have missed Oâ??Rourke being exposed as a hate filled sectarian bigot. For the story was splashed across the front page of the Irish Sunday World, a mass circulation newspaper which sells on both sides of the Irish border, and is also freely available at supermarkets and newsagents in Scotland and England too. And to show how close bigot Oâ??Rourke is to Celtic Football Club, the Sunday World published a picture of him showing off the Scottish Cup, bedecked with green and white ribbons. Now it remains to be seen if Celtic chief executive Peter Lawwell urges the OFFICIAL Celtic Supporters Association to boot out bigot Oâ??Rourke. Oâ??Rourkeâ??s vile hatred of Protestants was exposed by the Sunday World after the Celtic fansâ?? chief ranted on Twitter that he wished all the Protestants who helped build the Titanic had sailed on the tragic liner. This month is the 100th anniversary of the Belfast built Titanic sinking after it struck an iceberg. To make matters worse for Scots born Oâ??Rourke, he is an ex shipyard worker. And even worseâ?¦he was a union activist and shop steward representing all union members, regardless of their religion. But now those members who he represented, who are Protestants, know that Joe Oâ??Rourke hated them and wished them dead. In fact the 36 engineers who perished when the Titanic sank, are commemorated by a memorial plaque in the former headquarters of the Institution of Engineers and Shipbuilders in Scotland in Glasgowâ??s Bath Street, now the home of Scottish Opera, an event which will be remembered at a ceremony there, organised by the Institution, which will be held in the building a week on Saturday. Joe Oâ??Rourke, the bigot who heads the OFFICIAL Celtic Supporters Association, who worked in the shipyards and was a trade union activist, has not been invited. However, Oâ??Rourke, as the leader of the OFFICIAL Celtic Supporters Association, has privileged access to the Parkhead boardroom and has met Celtic chief executive Peter Lawwell on numerous occasions. That puts Lawwell on the spot and he must now make it clear that he will REFUSE to conduct any further meetings with the sectarian bigot Joe Oâ??Rourke, or find himself in facing allegations of guilt through association. And the OFFICIAL Celtic Supporters Association must also move quickly to kick Oâ??Rourke out and make a firm public statement that Oâ??Rourkeâ??s hate filled sectarian comments about Protestants do not represent the views of their other Celtic supporting members. For if bigot Joe Oâ??Rourke remains as the leader of the OFFICIAL Celtic Supporters Association, then its members will be seen as condoning his views and backing Oâ??Rourkeâ??s hatred of Protestants. Oâ??Rourke could also face a more serious problem, in the shape of Strathclyde police, who may be on the look out for a high profile offender to charge under the new anti-sectarian laws rushed through by Alex Salmondâ??s Scottish National Partyâ??s Scottish Government. Given the way the police have moved quickly to clamp down on other offenders against the new law, it would look strange if they did not haul Joe Oâ??Rourke, the general secretary of the OFFICIAL Celtic Supporters Association, in for questioning. To start with. Maybe at that stage the man in charge of BBC Scotlandâ??s Reporting Scotland, Diarmid Oâ??Hara, will be forced to use the story. Though Iâ??m not betting on it. .......... AND........ TWO reactions to Paul Murray's deal with Ticketus which will slash £17M OFF Rangers debt to Ticketus if the True Blue Knights win control of Rangers. One, from someone close to he True Blue Knights, was, "a stunning deal." The less erudite, but perhaps more expressive was from another pal, who exclaimed, "F*****g magic." In fact, so incredible, so absolutely clever, astute and hard working has Paul Murray been to pull off this deal that the leader of the True Blue Knights has earned himself a new nickname....   11. The Ibrox club owner has not returned to the stadium since administrators were appointed on February 14. Rangers owner Craig Whyte claims he has been "demonised" for old problems at the club. The businessman claims police have advised him he could be in danger of being targeted by disgruntled fans after administrators were appointed to run the club. Mr Whyte was heckled and booed by an angry crowd the day Duff and Phelps were called in on February 14. He has not returned to Ibrox since, having received police advice about his security on match days. On Monday, Mr Whyte told the Press Association: "I have had security advice from the police. You would have to be living in a different planet to think that there is not an increased security risk for me. "I have been briefed by police and have been taking extra precautions. I am not overly concerned. Most people are understanding of the situation. "I have been demonised for problems at the club from years ago." Mr Whyte bought an 85% share in the club from Sir David Murray last May for a nominal £1. The clubâ??s £18m debt to Lloyds Banking Group was wiped out through a £25.3m deal with Ticketus which saw around 100,000 future season tickets sold to the firm in advance at around half price. Mr Whyteâ??s status as majority shareholder at Rangers and the only secured creditor stands, despite Duff and Phelps previous statements that he had become an â??irrelevanceâ? in terms of any sale of the club. Currently, Rangers are awaiting the outcome of a first tier tribunal tax case which could leave them with a bill of up to £75m, according to Mr Whyte.   15. Lifted from FF: Tomorrow's media will have some details of the deal negotiated between by Paul Murray and Ticketus on behalf of the Blue Knights. It will be incredibly good news for Rangers. It will reduce the debt owed by the club incredibly - far beyond what I personally thought to be possible. It will remove the threat of legal action by Ticketus against RFC - they will be free to pursue whoever else they think fit. It will open the way to the option for the Blue Knights to purchase the club via a CVA and hence avoid liquidation.

His information and opinion is one I trust though clearly I can't vouch for accuracy Most importantly, despite what has been written today in the media, this bid will NOT involve Rangers being liquidated. People behind bid acknowledge they are playing catch-up with other bidders but are extremely serious about buying the club. Next: money is already in place to buy the club in full and meet demands of CVA. Purchase is a long term project - not quick turnaround. The guy named in media previously merely facilitated bid - apparently he will not be involved in running the club. Nominal board of UK based (majority Scottish) business experts to be appointed. All apparently Rangers fans and have been approached. First stage of purchase would be to stabilise club before moving to develop new revenue streams. Growing business over long term. I don't have any information on names or number of people involved. I was told 5-10 years would perhaps be indicative of their involvement but possibly longer. No idea if some are also involved with TBK They believe in the RFC brand and feel this is a bargain deal to buy one of the world's most iconic clubs. They believe brand can be developed overseas and cite interest in club over there as realistic opportunity. Also important to note that administrator has not managed to remove Craig Whyte. His influence remains key to club's future. got impression one main foreign national funder from abroad. He will not run club though. I find their bid interesting but they do have backing of credible Rangers men. I can't back any bid as it stands Yes they will be making a bid. Deadlines have changed before - admin inconsistent on that front & have annoyed all parties. Contact also eager to make clear club will be run prudently. Debt will not be permitted to run high again. #selfsufficiency I asked about fan participation at board level. They're keen to explore what is possible in that regard. Recognise clout of support. I trust the source mate but, like you, it's impossible to know if information is correct. Source experienced in such stuff though Mark (Dingwall) has done an excellent job representing the support lately. I'd rather not comment publicly on the source at the moment. He is 100% credible though. They know vast majority of bears will not accept liquidation. They made it clear it was not an option. Few people have asked if bidders have met with administrators. Apparently there have been a number of meetings. Also want to reiterate that bidder very much appreciates that fans are biggest contributor to club. They have been hugely impressed. Until their bid is accepted they don't want to reveal themselves. They are apparently UK based businessmen who are experts in their field. Known to others also. Right - going offline.   17. I did read Murray saying something along the lines of, we have to look at taking ticketus on board or they would take it to the courts and fight which would take months and could put us into liquidation,something like that anyway. Now I could be totally wrong with that?.
