Probably to get everything done quickly and if there is more lucrative bids available and people need a bit more time to put it together. Your guess is as good as mine, but after the time had passed, some business experts on the radio were saying it was only indicative bids that were to be put forward by 5pm. What that indicates to me is, at least the admins can claim that they're doing something to earn their incredible wages.
