RHecord Hotline:

RANGERS fans are watching to see how the Hearts situation develops and are demanding the Gorgie club are treated just as they were a year ago if liquidation comes their way.

But yesterday callers to the Hotline told the Light Blue legions to stop sticking their nose into the problems of other clubs, with Jambos supporters claiming they don’t want special treatment.

With Dunfermline safe for now after successfully agreeing a CVA, Edward Easson emailed: “Dunfermline are now safe from liquidation and Hearts are nearly there yet we still have Rangers fans wanting these teams relegated.

“When will they realise they got what they deserved and couldn’t agree a CVA with the people they owed money to?”

Willie Quinn, Darvel, emailed: “Rangers fans are correct to assume Hearts would be sent to the bottom tier if they were liquidated but they don’t need to worry about their club being asked to fill the gap in the top flight. Why would we want to ask a newco from the lower leagues? Last year the SPL was the best and most competitive without them.”

William Hill, Newcraighall, emailed: “Listen Rangers fans – Hearts will take their punishment if and when it comes. Meanwhile, Rangers are heading for a double dip administration with their current spending.”

I always find the Hotline callers to be a peculiar breed of person.

Part of me thinks its just the sports journalists under different names.

Gary Locke: Hearts have been punished enough

Hearts manager Gary Locke is hoping for "common sense" to prevail today when a Scottish Football Association judicial panel meets to decide their fate for going into administration.

Hearts were hit with an automatic player registration embargo and 15-point penalty under what were then Scottish Premier League rules as they went into administration on June 20.

But they could face further punishment under SFA rules when their rescheduled disciplinary hearing takes place at Hampden.

Locke, whose team kick off their Scottish Premiership survival bid at St Johnstone on Sunday, said: "We have got a 15-point deduction and theoretically we have close to an under-20 squad.

"So we have certainly been punished enough as far as I'm concerned.

"But at the end of the day we have done things that deserve to be punished.

"We have to take it on the chin. I hope we get some common sense and they can just let us crack on."

In a similar hearing last year, Rangers, before they went into liquidation, were hit with a heavy fine and one-year transfer ban, the latter of which transferred to the newco club when they assumed the SFA membership.

That punishment came mainly as a result of former owner Craig Whyte's decision to withhold tax payments of about £13million.

An administrators' report yesterday revealed that Hearts, whose Lithuanian directors have left the club, owe Her Majesty's Revenue and Customs £1.9million.

Locke said: "The people who ran the club and made it difficult for us, they are not here any more.

"We are trying to build the club back up. Supporters are doing their bit, I'm trying to do my bit, players are doing their bit, everyone that works behind the scenes is trying their best.

"Hopefully we get today over and done with and look forward as a football club.

"That's all we want, we want to move on and try to compete at the top level of Scottish football, which is where we expect to be."

Heart of Midlothian have been barred for registering new players until February 2014 by the Scottish FA

The decision was reached at Hampden on Thursday is punishment for the club entering administration.

The embargo will bar the club from registered players over the age of 21 until the end of the January transfer window.

The sanction means Gary Locke will be unable to add experienced players to his small squad of players until at least February of next year.

Hearts were represented at the hearing by joint administrator Trevor Birch, of BDO.

Hearts entered administration on June 19 as the weight of their debts become too much for the club to continue with.

BDO were appointed with the blessing of the Lithuanian authorities, to whom the club owes around £25m to Ukio Bankas and UBIG.

The automatic sanctions imposed by the SPL, now rebranded at the SPFL, were a 15 point penalty for the season ahead, plus a registration embargo for the duration of the administration.

There are currently two bidders attempting to buy the club out of administration.

However neither fan-backed Foundation of Hearts, nor Five Star Football Ltd run by former Livingston owner Angelo Massone, have yet been able to agree a deal with the major creditors in Lithuania.

CRAIG MATHER says he’ll watch with interest as Scottish football authorities act after Hearts went into administration recently.

The Tynecastle outfit was today issued with a notice of complaint by the SFA for ‘suffering an insolvency event’ last month.

It has until next Monday to respond to the governing body, with a principal hearing date set for Thursday, July 18.

Many Rangers fans and staff still feel aggrieved at the clamour to punish their own club after it experienced financial difficulties of its own last year.

The feeling among some is that certain penalties issued back then were too harsh after the Light Blues were voted out of the SPL and left to start again in the Third Division.

What happens to the Jambos remains to be seen as their future is still unclear but Ibrox chief executive Mather wants rational thinking rather than impulsive reactions.

The Lancastrian maintains whatever happens must be measured and considered a little more than 12 months after Gers’ own situation was dealt with.

Mather told RangersTV: “The situation at Hearts, putting everything else to one side for a minute, affects people’s livelihoods. From that perspective, I do have sympathy for all of them there.

“I just hope common sense prevails and people aren’t as quick to judge and make rash decisions like they did with us then have to pick up the pieces afterwards.

“It is important time is taken to make the right decisions. I’m not privy to all the information but they need to make an educated decision to avoid the fall-out there was with Rangers.

“That can’t happen again to Scottish football. I will be watching with interest to make sure it is a black and white decision and that it’s fair.

“All points need to be taken into consideration and we have to make sure the decisions made are right.”

Hearts: Former owner Vladimir Romanov faces arrest warrant

Prosecutors in Lithuania have issued an arrest warrant for former Hearts owner Vladimir Romanov, reports from the country are indicating.

Romanov is thought to be in Russia and, if found, would be returned to Lithuania and prosecuted for non-payment of debts.

If found guilty, he could face up to seven years in prison.

The reports also indicate that a property in Moscow believed to be owned by Romanov has been valued at £50m.

However, at present, there is some dubiety as to the actual ownership.

Romanov, the chairman of UBIG Investments, which holds a majority shareholding in Lithuanian bank Ukio Bankas, took control of Hearts in 2005.

But UBIG has now been deemed insolvent and the bank and Hearts are both in administration.

Hearts' administrator this week revealed that total claims by club creditors amount to £28.4m , the bulk of which is owed to Romanov's collapsed Lithuanian companies.

Ukio Bankas, which is owed £15.5m, holds Tynecastle Stadium as security against its debt.

Three groups have submitted takeover bids for Hearts, but Ukio Bankas' administrator this week declared the ongoing bids for the club as unacceptable .

Club administrator BDO has announced an initial meeting of creditors on 12 August.

Hearts begin their Scottish Premiership campaign on Sunday away to St Johnstone and with a 15-point penalty for going into administration.
