European championships and world cups, (no laughing at the back) certainly used to impact a lot. Ok ok I know we are not exactly lush with internationalists in the spl but I'm sure that's where it came from originally

I think it's the other way about. International tournaments occur in the summer because most clubs play their football in the winter.

Summer football won't improve attendances.  Most people go away for a week or two between May and September, meaning they won't get to games.  I suspect this is a reason why Summer football is less likely.  

A lot of people go away for a week or two in the winter too! Imagine how many kids you could get along to Ibrox for a midweek game in July (school hols) when it's much nicer weather than mid-December when kids usually have a lot going on with school events, parties, panto etc.

Or for the adults, much nicer to stand in the Louden beer garden with shades on instead of gloves and thermals!
