This looks much better from Germany. 

 

Their full-backs are still very high, but they have a better support structure, with Rudy playing as a proper DM and Kroos playing a deeper, controlling role. Their wide midfielders tuck inside too, so they are not wide open. It means when teams counter, they have players to cover and press.

I don’t understand how VAR doesn’t result in a penalty when the replay clearly shows it should have been.

I think it has to be a 'clear and obvious mistake', whereas in that situation it was a matter of interpretation, I think?

I thought the point of VAR was to resolve matters of interpretation by the referee, which the replays clearly do.
