We got a lucky opportunity with English clubs getting banned in Europe, and had the money to do something about it thanks to David Murray. Gerrard made improvements but he didn't change the culture. There are plenty of examples of attempts to change a culture that failed too. Le Guen is the most obvious example where Rangers are concerned. He was hired to change us from a Scottish style of club to a continental style. He failed to do that. The club wouldn't change, he didn't implement or explain the changes he wanted well enough, influential players didn't buy into his vision. There are probably more examples of failure than success in all honesty.
