Rangers have consistently said they sacked Gordon Neely in 1991 after a complaint from worried parents and then reported him to the police. But the new evidence shows that is not what the club said publicly at the time - and Neely's alleged victim insists a police report was never made. Rangers have yet to comment. Gordon Neely coached children at Hutcheson Vale, Hibernian and Rangers in the 1980 and 90s. A BBC Scotland investigation in 2017 revealed the extent of his abuse at those three clubs, including allegations that Hibs failed to pass on concerns about his behaviour when Neely moved to Rangers in 1986. Neely would carry on abusing at Rangers until a complaint was made in 1991 which led to his dismissal. Rangers told the BBC in 2017 that Neely was sacked and reported to the police. The boy who made the complaint which led to Neely's sacking has broken his silence and says Rangers' statements that a police report was made are "total lies". 'What just happened?' Former Rangers youth team player John (not his real name) says he fell victim to Neely in 1991. One night before training, when he was aged 14, he says he was told to go and see Neely in his office over an apparent breach in discipline. John said: "[Neely] says: 'Well there's two ways we can deal with this… I can go and tell your parents and you'll never play for Rangers again. Or we can do it my way which is that I'll take you in this office, pull your trousers down, and spank your bum'… And I said: 'Well, we'll do it your way.' "And he went and snibbed the door… took down my pants and he bent me over his knee and I can always remember his hand going up... "I shut my eyes expecting the thud. But just at that he said: 'That's enough… go and get changed and go for your training.' So I don't know whether something's spooked him… but that's what he done.' "I was… confused, a bit 'what just happened there? What have I done?' I've not done anything wrong. I was just, I couldn't believe it." 'They didn't go the police' John told his parents. They phoned Ibrox and were invited to a meeting with the then manager and assistant manager, Graeme Souness and Walter Smith. He says the initial meeting took place in Souness' car, across from Ibrox. He says the meeting then continued in Souness' office and Neely was brought in and confronted. John said: "[Neely's] face just fell when he saw me. Mr Souness said: 'This boys says you had him over your knee.' He said: 'No I didn't boss, no, no.' I broke down and said: 'You did so.' Neely later confessed, and Souness sacked him on the spot. Since 2016, Rangers has insisted it also reported Neely to the police. "When I made my statement to the police [in 2016] they said they couldn't find any trace of any record at all going back to what Rangers are saying. "Nobody came to speak to me either when I was that age. That's how I know nothing was reported to the police." Martin Henry, who led the SFA review into child abuse in football, told the BBC his review had been "unable to confirm either way whether an actual formal report was made to Strathclyde police at that time". Wished 'every success in the future' But despite Rangers' claims that Neely was sacked and reported to the police, that's not what they told the public. In an edition of the in-house weekly newspaper Rangers News on 20 March 1991, a story titled "Neely Moves On" appears on page two. It states that Neel "resigned last week after spending four years at Ibrox". It continues: "Neely, who was previously with Dundee United and Hibernian, has decided to go into business. On one hand they tell you they went to the police. And on the other hand, he went with their best wishes. A paedophile? Unbelievable. A cover-up." Martin Henry said the article was "concerning," and was "new information" that his review had not previously been aware of. He added: "It would concern me if any institution knew that somebody presented a potential risk to young people and didn't follow it up with due care. And from what I've read that appears to be the case. "I can only construe it could well be that this was a public relations attempt to just explain Mr Neely's departure and to do it in a way that was as less compromising as possible." Mr Henry's full SFA report will be published this year. 'It takes something away from you' Image copyrightPA MEDIA A week or two after Neely left the club, John says that another coach came into the Ibrox dressing room to speak to his team. John said the man barged in and said: "Right, there's somebody in here, and you know who you are, that's been telling lies about my best friend." John said: "I knew straight away it was me they were referring to… I just put my head down. "I didn't go back. How could I? "It affected me. I came back to football, to Dundee United, but [on] maybe my second training session there was something missing. I didn't want it. "It takes something away from you - trust. I decided to stop. I just lost interest, I suppose." 'I hope lessons can be learned' In 2017 the BBC revealed that Neely went into private coaching after leaving Rangers, and continued to abuse well into the 1990s. Another former youth player says he was abused by Neely for four year during the 1990s, at Neely's home in Perthshire. He told the BBC: "It is very disappointing to learn that Gordon Neely appears to have been protected from investigation by the clubs… leaving him free to continue to abuse children and young adults. "The fact Neely was able to continue to promote himself as a trusted and respected youth coach directly created a situation which led to my abuse. "Considering Neely's death, my only hope is that lessons can be learned from this and that clubs involved in abuse will be investigated to find out how this was allowed to happen." 'I'd like an apology' John, who is now in his 40s, is pursuing a legal claim against Rangers. His lawyer, Daniel Canning from Thompsons, told the BBC: "Our client has shown great courage in coming forward and speaking about his experience as a child at Rangers. It was not an easy thing for him to do. "Secrecy, misinformation and a failure to take decisive action have always been the circumstances that have allowed child abuse to take place and abusers to continue abusing." Neely died in 2014 from cancer and never faced justice. But John says that some things could still be put right. "I was only a wee boy at the time. [It'll be] 29 years next March… I'd like an apology - but will I see that? Probably not."

It targets socially isolated individuals using the hook of the club to bring people together for some physical exercise and the chance to build their network of people in the local community. The session lasts 2 hours, the first hour is activity helping with participants' well-being both physical and mental through enjoyable structured walking football, whilst the second hour is for socialising and building positive relationships which can be carried forward out with the sessions. Walking Football takes place at the Ibrox Complex with the social time taking place in the Ibrox Community Hub. The proposal is: To fund the provision of a year long programme of walking football by the Rangers Charity Foundation for up to 30 participants each week. This includes the provision of 2 RCF coaches, Ibrox Complex hire, t-shirts for participants and hire of club facilities. The cost of the project is £4,400. But Jamie Carragher believes there would be a new entry at number two on the list should his former Liverpool team-mate lead Rangers to title glory this term. It is 14 years since Gerrard inspired the Reds to their fifth European crown and ensured his name would forever be enshrined in Anfield folklore. A similar fate would await at Ibrox if the 39-year-old could end Rangers’ long wait for league and cup silverware and a fanbase that already have huge admiration for their boss would hold him in even higher regard. Gerrard played down the achievement of his side moving top of the table earlier this month. If Rangers are still there come the end of the campaign, it would undoubtedly go down as one of his proudest moments in the game. “I think it will be right up there, I really do,” Carragher, a member of the side that beat AC Milan on penalties, said. “Because it is not a title that is expected in some ways. “There is no doubt that Celtic probably have the edge in terms of the squad, financially also. They have the belief that they almost win the league every year. I think Celtic have a lot of advantages that Rangers don’t have. “But I think they will do it this year. I have seen in some of the European and Old Firm games how the crowd and the atmosphere has been. You think there is something bubbling here at Rangers. “I know myself from Liverpool how it feels when the manager has the crowd and the players pulled together. It feels like that at Rangers when I watch them. I think, for him, it is probably difficult to top that (Istanbul), really. But I think it would maybe be a close second or certainly in there and about. “It would be the first title he had won as a manager if he pulled it off. That would be massive. Also, it would be stopping Celtic on the run they are on – when Celtic have a bigger budget and are seen as the more successful team, the favourites going into many games.” Rangers may be in pole position in the title race but many will still see Celtic as the ones to beat. The momentum that Gerrard’s side have built in recent weeks was temporarily halted by the international break but the Gers have a chance to pick up where they left off when they face Hearts at Tynecastle this weekend. Carragher got his own taste of Rangers last Saturday as he turned out in the Legends game at Ibrox and the 41-year-old got a feeling of what Gerrard is building both on and off the park these days. “It’s a huge driver for a team,” he said of the unity between Gerrard’s side and the Rangers fans at present. “You look at the amount of goals Rangers have scored in games at Ibrox this season and you know something is happening. “I know myself that European games have a better atmosphere than a regular 3pm game on a Saturday. But, even then, you look at some of the celebrations. “I now follow Rangers on Twitter, so I see all the videos and different things of Steven and the players celebrating a big result. There is a togetherness there. “It was a big thing for Rangers to get into the Europa League group stage. That got them a few quid and probably gave them the means to go and get Ryan Kent just before the window closes. Fingers crossed, he can push on even further now. “He definitely has that [no-nonsense style]. We all know the personality and character he had as a player. You can’t go on and kick someone from the bench, but you can imagine the messages Steven delivers and the way he delivers them to the players on a daily basis. “He will be putting a bit of himself into those players. That’s what great managers do.” Gerrard was left with no silverware to show for his efforts during his first term at Ibrox as Celtic swept the board once again. But Carragher believes there will be a far stronger challenge across the Old Firm divide after an encouraging start to the campaign. He said: “I think he has done brilliantly, absolutely fantastic. He has obviously put Rangers in a position this year where I think there is going to be a real challenge for the title. Hopefully for him, because he is my big mate, he can stop 10-in-a-row. I know it is nine-in-a-row this year, but just to stop that sort of that run. I was a big Celtic man more than Rangers, I must say, but that has had to change since Stevie got the job. “He has done really well. When he took it, people were saying Rangers were miles behind Celtic. They bridged some of the gap last season and beat them in a couple of Old Firm games. The fact they lost the first Old Firm game this season and are still top of the league shows how consistent they have been. It will be really tight and that’s brilliant for Scottish football. “I am not really surprised, because of who he is. He wouldn’t take short-cuts. He is a massive name and a lot of people in his position might think they don’t need to do coaching courses or whatever. But he does it properly. He just has that stature. He is Steven Gerrard. When he walks into a room, you feel that presence. “You could feel the connection he has with the supporters even during the Legends game. He has got the crowd in the palm of his hand and I’m sure it will be the same in the dressing room.

Rangers: Scottish FA to discuss Dave King's 'fit & proper' status By Chris McLaughlin BBC Scotland sports news correspondent 1 hour ago From the sectionRangers Sharethis page Dave King said his actions were found to be done 'solely for the love of the club' Rangers chairman Dave King's status as "fit and proper" will be discussed by the Scottish FA at their next board meeting after he was sanctioned by the Takeover panel. King has been punished for committing an offence of the "utmost gravity" in his takeover of the Ibrox club in 2015. Rangers are now officially obliged to alert Scottish football's governing body after King was "cold-shouldered" for four years, meaning UK financial firms are barred from working with him on other takeovers. It is only the fourth time such a sanction - which is only applied to King and not to Rangers - has been issued by the Takeover Panel in its 50-year history. The Takeover Panel judgment said that "a statement of public censure would not be a sufficient sanction". King, who chose not to appeal against the punishment, said his actions were found to be done "solely for the love of the club". King will not have to fulfil £8m offer No further legal action threat for King In a statement on the Rangers website, he added that the Scottish Premiership outfit would not suffer as a result of the judgement. "RIFC and Rangers Football Club are not affected by the Hearings Committee's ruling and the ruling does not impact upon my position as chairman and a director of RIFC," he said. "This now allows myself, RIFC and its shareholders to draw a line under this long and much protracted saga. "Rangers supporters already know that my problems with the Takeover Panel arose directly as a result of the steps I took to protect and safeguard Rangers Football Club from the forces that were bent on destroying it at that time." South Africa-based businessman King was deemed to have acted "in concert" with George Letham, George Taylor and Douglas Park to acquire more than 30% of Rangers shares. Legislation dictates that those holding a 30% stake in businesses are compelled to make an offer to other shareholders to buy their stock. Having been threatened with contempt of court after a long delay, King made an unsuccessful 20p-per-share offer to buy remaining shares in the club in March. However, the Takeover Panel continued its own disciplinary procedures and found that King had failed to inform them of his share purchase, as required by law. It also deemed that he provided "incorrect and misleading answers" during the investigation, and mislead the Panel when a share offer was eventually made. "Mr King's behaviour shows a clear propensity to disregard the Code and to comply with its rules only when forced to do so by enforcement proceedings in the courts," read the ruling.

Things are looking good at present on the financial front, we have people in control who are Rangers fans and business men. Everything looks rosy, just the same as most fans thought during the reign of SDM. Club1872 should be concentrating on financing share purchases at every opportunity. It looks to me that the board of Club1872 are looking for things to do to to justify their position.

NEWS City Council approves Foundation's Ibrox Community Complex Proposal Thu 10th October 2019 Glasgow City Council has today (10 October 2019) approved the Rangers Charity Foundation’s proposal to revitalise the Ibrox Community Complex, via a long-term lease. Backed by Rangers Football Club, the Foundation’s proposal will also enable an upgrade and significant boost to the use of the facility, making it an improved and more sustainable community asset. Rangers Charity Foundation Director, Connal Cochrane, said: “The Rangers Charity Foundation exists to be a force for good on behalf of the Rangers Family, showing compassion to those in need, tackling inequalities and creating opportunities for people of all ages to change their lives for the better. “The Foundation and the club are currently key users of the facility, but we believe in its potential to be enjoyed by more people. In the coming weeks, a further series of fan consultation sessions have been organised around home fixtures in order to create a platform for continuous fan feedback and to share the outputs of the survey directly with supporters. The responses and insights gathered from the Fan Survey have been used to identify and shape a number of key supporter initiatives. An action plan has been developed by the club’s Commercial & Marketing department and progress will be supported and monitored by the Rangers FC board. In line with the Club’s commitment to fan engagement and open communication, we are pleased to share to an update on several initiatives that underpin this action plan. Club 1872 Projects Update Dear Member, As members are aware, a project was approved in 2018 to fund the provision of a vehicle to assist with access to Ibrox Stadium for supporters with mobility issues. Since the approval of the project, Club 1872 Directors have been in regular discussion with Rangers about the purchase and operation of the vehicle. Unfortunately we have not been able to progress those discussions to a successful conclusion. Prior to putting the project to members, we had several discussions with Rangers to ensure that access would be possible. Since then however the arrangements around the stadium have changed. Rangers have now told us that they are unable to further pursue the purchase of the vehicle as the access routes are affected by too many new factors. The club has experienced changes of planned routes and diversions created by essential vehicle mitigation arrangements and now segregation barriers for visiting fans. In order to avoid these barriers, when they occur, Rangers have told Club 1872 that they considered different routes to the various stands. However, the restricted movement 60 to 90 mins before kick off on the stadium footprint and along Edmiston Drive has meant that they could not easily and sustainably provide the proposed service. Rangers have expressed their gratitude to the Club 1872 Board and members for their approval of this project and have said they will now reconsider how they can deal with the access issues faced by some of our season ticket holders. Club 1872 will continue to feed into that process as we remain committed to supporting fans with mobility issues. Whilst disappointed at the outcome of this process, we thank members for their patience as we tried to resolve the matter. We are pleased to say we have another two projects to put to members over the coming days and we will continue to work with Rangers to identify worthwhile projects which will benefit the Rangers community.
