  1. The 4th Meeting of the Rangers CIC Working Party was held at the Louden tavern on Monday night. As previously reported, the Limited Company has been incorporated and will be converted to a CIC by Glasgow Solicitor, James Blair, who will become the first director. Draft Articles of Association (incorporating changes from the model suggested by me and RA) should be up on the web site imminently, for comment. As well as the minimum £5 per month donation (suggested donation £18.72), there will be a facility to become a Life Member of "Club 1872" by making a one off payment of £500. This can be paid in whole or in part by transferring shares (at current price) to the CIC. Donations can now be accepted and the money will be held by Gocardless until such time as the CIC bank account is established in the next few days. EAST Stirlingshire head coach John Coughlin said last night that he substituted Jordan Tapping in yesterday’s 4-0 defeat by Peterhead at Balmoor after the 17-year-old schoolboy was reduced to tears by a sustained level of racial abuse from a section of the crowd. Coughlin claimed the youngster was subjected to monkey noises and name calling from members of the home support situated behind the goal that Tapping was helping to defend in the second half. Tapping, the cousin of Hearts midfielder Callum Tapping, scored an own goal in the League Two match and was taken off with 15 minutes remaining. Coughlin said: “Firstly I want to say that what went on had no impact on the result of the game but it was a horrible incident. It was so bad that a couple of our players went to the referee to make sure that he was hearing it. “He took no action at the time but he is including it in his match report. Jordan is just a kid who is still at school and was understandably upset and bewildered at what was getting shouted at him. I looked at him with about 20 minutes left and knew I had to get him off the pitch. By the time I did he was in tears. Whilst no one should have to deal with abuse, a more experienced player or person might have been able to handle it differently but in reality it is not Jordan’s problem.” Referee Gavin Duncan is expected to report the matter to the SFA. Coughlin added: “The Peterhead chairman Rodger Morrison came up and apologised to Jordan after the game. Whilst he acknowledged there had been a problem, no one can quite understand why no stewards were asked to go and get the fans doing it to stop, or even more appropriately, throw them out or get them arrested. “Our players were very upset for Jordan and there was a lot of anger in our dressing room afterwards. They are all very much behind raising this incident as far as possible to show their support to their team-mate.” Tapping, pictured, was applauded off the pitch by his team-mates. One supporter who was at the game said: “The ref stopped the game in the second half and spoke to the linesman. Then he seemed to call the head steward or someone like that. It was good couple of minutes he was speaking to the steward. The steward went over and spoke to someone behind the goal. It was just a single guy that they seemed to be speaking to.   7. I had a very good meeting today with Arnold Black, who wrote the article that was published recently about a membership scheme. I proposed this some years ago at the Club’s AGM and it was also discussed but not pursued (because we were promoting the share scheme) when I was Secretary of RST. Arnold is of the opinion that fans should put their support behind any current or new director who promotes a membership scheme. In order to get a scheme off to the best possible start we are of the opinion that all season ticket holders (next season) should be automatically enrolled as club members.* This would guarantee more or less 35,000 club members with little or no effort on the part of the club. Arnold’s thought is that there should be no membership fee for those enrolling this way at least in the first season; my own feeling is that at least a nominal amount (to be deducted from season ticket monies) or an additional £10 fee (to be added to the season ticket price) should apply; otherwise everyone would have to be granted free membership. Whilst free membership is sometimes attractive (as with the FC United of Manchester model) it artificially inflates the true membership numbers. Realistically, however, going forward the fee would need to be at least £5 per month or say £50 - £60 pa. We take the view that an initial worldwide target of 100,000 members and £1,000,000 - £5,000,000 a year is not unreasonable. This could be ring fenced for special projects within the club. Possible benefits of membership might be: • Discounts from Rangers’ sponsors and suppliers • Offers from the Club e.g. discount on Rangers TV • Membership Certificate, badge etc. • Priority/Discounted Ticket purchase (Note that in some countries e.g. Boca Juniors in Argentina, only members can buy tickets or certain categories of tickets). • Meet players and other exclusive events • Monthly prize draw • Discounts in restaurants etc. • *In future you might have to be a member to buy a season ticket. The proposal would be that the members would elect a Supporters Board (as in the Hamburg model) and that that Board would elect one or two members to the Club Board.
