It is, but the claim for the full amount was a technical measure by HMRC.

The way the CVA vote went was that the monies owed to both HMRC AND Ticketus were included in FULL (so the full extent of the value claimed by each entity) - however, there was a footnote disclaimer on the vote that both values were contested by the administrator.

 

Basically, they included the full amount claimed even though they didnt believe that the full amount was accurate. I presume that you have to, in a CVA vote, include all amounts that are CLAIMED by the creditor, even if you dispute them.
