  4. Sevco Scotland Ltd have agreed to the imposition of a 12-month registration embargo on Rangers newco as a condition of their application for membership of the Scottish Football Association. In return for the transfer of the membership, Herald Sport understands Sevco Scotland Ltd have also agreed to pay all outstanding fines, football debts and court costs, even if a club statement last night claimed no agreement had yet been reached. The registration embargo will begin on September 1, allowing Ally McCoist to add to his meagre squad in the coming weeks. Rangers will then be unable to sign players aged over 18 until August 31 next year. Although that date falls on a Saturday, Herald Sport also understands that the transfer window will not be extended to Monday, September 2, and so Rangers could only sign out of contract players until January 2014. The agreement will now be ratified by an Independent Appellate Tribunal, likely to be convened early next week. Once granted membership, Rangers will be able to take their place in the Ramsdens Cup – with the opening tie against Brechin City in eight days – the Scottish Communities League Cup – in which they play East Fife the next weekend – and the third division, which kicks off on Saturday, August 11 with an away trip to Peterhead. The registration embargo was imposed last April by an independent disciplinary tribunal, then upheld by an Appellate Tribunal. Rangers challenged the penalty at the Court of Session, since it was not on the list of available sanctions to the original tribunal, with Lord Glennie ruling in Rangers' favour and calling for the Appellate Tribunal to be reconvened. With Rangers having now agreed to accept the embargo, the tribunal will meet to ratify the decision, although two of its original members – Lord Carloway and Craig Graham, of Spartans – have stood down. Sevco Scotland have also agreed to pay the £160,000 fine imposed for breaches of the rules under Craig Whyte's ownership, and to accept any other sanctions that arise. "It has been agreed with Sevco Scotland Ltd that the registration embargo will be accepted as a primary condition of a transfer of membership," read an SFA statement. "It is necessary to complete the judicial process following the determination by Lord Glennie in the Court of Session that required the Independent Appellate Body to revisit available sanctions relating to Oldco, having been found guilty of bringing the game into disrepute. "Sevco Scotland Ltd have also undertaken to accept all other outstanding conditions relating to oldco's charges. The Scottish FA has also received the financial information requested and this is being considered as part of the application process." Sevco Scotland Ltd received a further financial setback yesterday with clarification that FIFA have granted international clearance for the free transfers of Jamie Ness, Kyle Lafferty, Stephen Naismith and Steven Whittaker. The Ibrox clubâ??s participation is dependent on the Scottish Football Association granting Charles Greenâ??s newco the necessary membership to play football. First Minister Alex Salmond conducted the draw, at Stenhousemuir's Ochilview Park for the matches which will be played on Saturday, August 4.   10. RST Board Statement Friday, 20 July 2012 13:06 The RST is angered at the suggestion Rangers should be stripped of nine trophies won since 2000. This is a ludicrous suggestion from discredited individuals in two governing bodies whose behaviour has brought Scottish football to the brink of collapse due to their lack of competence. Not content with Rangersâ?? relegation to the third division and the loss of the vast majority of our first team pool, these vindictive and sinister individuals wish to hamstring the club further by imposing an effective ban on new signings. The pomposity of suggesting that a kangaroo court impose penalties for alleged breaches of the operation of EBTs whilst three judges continue to consider the case in a tax tribunal is staggering. The recently leaked wish-list of sanctions strains the credulity of any sentient human being that such juvenile mind-games are being played at this time of crisis for the whole Scottish game. The RST urges the Board of Rangers Football Club to remain resolute and refuse to consider such ludicrous and vindictive sanctions. The club and fans have suffered enough and do not deserve and will not accept additional punishments for the crimes or omissions of others imposed by bodies whose own credibility is in tatters.   11. Celtic face a trip to Finland after drawing HJK Helsinki or KR Reykjavik in the third qualifying round of the Champions League. The Finnish side, who Celtic narrowly beat 3-2 on aggregate in the 2000-01 Uefa Cup, are 7-0 ahead after the first leg against KR. The first leg of the tie will be played at Celtic Park on 31 July. Champions League newcomers Motherwell drew Panathinaikos, with the first leg to be played at Fir Park. Dundee United could face Liverpool in the third qualifying round of the Europa League. Both sides are in Group Two for Friday's draw, along with Dinamo Moscow, Bursaspor and Steaua Bucharest.   12. HULL City are poised to land highly-rated Rangers forward Sone Aluko on a free transfer, the Mail can exclusively reveal. It is understood the 23-year-old will undergo a medical with the Tigers today after agreeing terms on a two-year deal. Aluko has been on the search for a new venture after the financial demise of Rangers this summer and City are believed to have fought off interest from clubs in Spain, Turkey and Germany. The Nigerian international is well known to City boss Steve Bruce after he emerged through the Birmingham City youth ranks during his reign at St Andrews. A move north of the border saw his fledgling career blossom with Aberdeen before he joined Rangers in November. A fine campaign brought a return of 12 goals in 23 games, including a final day hat-trick at St Johnstone.   13. TWO members of the three-man Scottish Football Association panel which imposed a 12-month registration embargo on Rangers will play no further part in the case. Lord Carloway and Craig Graham, the chairman of Spartans, will be replaced if or when the SFA's Appellate Tribunal reconvenes to consider the transfer ban again. The panel was ruled to have acted outwith its powers by Lord Glennie when Rangers challenged the SFA in the Court of Session. Herald Sport understands that Lord Carloway was unhappy that his verdict was contradicted by another judge and wrote to the SFA to inform them he would no longer be available for any future cases. Graham cannot consider the case again because of the possibility that suspending or expelling the oldco Rangers' SFA membership (which the newco club seeks to take over) could create a vacant league place for which his own club, Spartans, could seek to apply. Graham removed himself rather than face a conflict of interest although he will remain available to the SFA for future cases. Only former Partick Thistle chairman Allan Cowan remains of the original panel. That means two new individuals from the dozens who comprise the SFA's Judicial Panel will have to be drafted in to study the entire case along with Cowan and deliver another verdict. Glennie concluded that only the specific punishments laid down in the SFA's rulebook for the charges Rangers faced â?? namely a fine, expulsion from the Scottish Cup or suspension or termination of membership â?? could be applied to the club. The extent of the SFA sanctions imposed on Rangers for charges of bringing the game into disrepute has become a central point in the ongoing talks regarding the transfer of the oldco club's licence and SFA membership. During three days of talks this week the newco representatives have so far failed to accept the imposition of the 12-month registration ban â?? which could still be applied if the club accepted it, despite Glennie's ruling â?? as a condition of their SFA membership being ratified. The newco club runs the risk of the Appellate Tribunal reconvening and imposing an even tougher penalty, such as withholding their ability to play at all. The SFA could still go ahead and grant Rangers newco a licence and membership â?? if the governing body receives the answers it has sought on the identity of those involved in chief executive Charles Green's consortium â?? which would allow the season to begin with the newco playing at Brechin City in the Ramsdens Cup next weekend.   15. CHARLES GREEN was on the brink surrendering to Celtic and handing over titles and trophies in a desperate bid to get a licence to play from the Scottish Football Association. For right now Charles Green is under mounting pressure from his investors as he fails to deliver on the promises he made to them about making money out of Rangers in a get-rich-quick scheme. But Ally McCoist was the man who stepped forward to defend the honour and integrity of Rangers silverware seasons. It is manager McCoist who has been inside Hampden over the last few days playing hardball with the SFA as Rangers bid to have their membership of the governing body and with it, their licence to play, transferred from the Oldco to the NewCo. It has been a combination of performing a high wire act without the balancing pole or safety net for McCoist and Stewart Reganâ?¦and all above thin ice. So far McCoist has not blinked and he has been doing a wonderful job for Rangers. A job he has been able to do, thanks to the absence of Charles Green who has disappeared into thin air for the last few days. Time will tell where Charles Green actually has been and what lies he may have told about his whereabouts. However, I can also reveal that as far as those trophies are concerned, there does not appear to be any appetite within the Scottish Football Association to pursue a vendetta against Rangers and strip them of Scottish Cups they have won. But Regan refused to blink either when McCoist suggested Rangers would accept the transfer embargo if it was suspended for five years, pointing out that any infringement of the SFA rules during that time would see the year-long-transfer embargo applied immediately. Regan dismissed that offer. However, it now appears that the SFA and especially chief executive Stewart Regan, have to be given some wriggle room by Rangers. McCoist has already won a famous victory in making it clear there is no way he will have anything to do with Rangers rolling over and agreeing to be robbed of trophies they have won fair and square. That is a lot more than Charles Green intended to do. He was all for surrendering. Simply because he is under increasing pressure from his backers to make sure they can make their quick buck profit from Rangers. McCoist is divorced from that mucky money making scheme, which is the only reason why Charles Green and his mysterious investors have hijacked Rangers. McCoistâ??s only motivation is Rangers. But now, in the interest of Rangers, perhaps it is the right time for the Rangers manager to give serious consideration to taking a step back and negotiating with Stewart Regan is good faith. From what I have been hearing from a number of extremely well informed sources, McCoist may find he can cut a deal with Regan. With the clock ticking it is perhaps the time for principles to make way for pragmatism. For the alternative may be that Charles Green gets back in there with Regan and undoes all McCoistâ??s good work, leaving Rangers and their silverware at the mercy of their enemies. And there are enough of them out there who have been shouting their message of hate from the rooftops. Tom Boyd. Neil Lennon. I wonder who wrote the hymn sheet they are singing from? Peter Lawwell? Rangers supporters should be grateful they have a man of McCoistâ??s mettle fighting the clubâ??s corner so well, even as he is stabbed in the back from the enemy within Ibrox, chief executive Charles Green. For I can reveal that Charles Green did not consult with McCoist or even inform his football manager of the role new investor Craig Mather will play, particularly in relation to the clubâ??s young prospects. On the official Rangers web site Mather spoke out strongly about what his role will be, making it clear he intends to have a hands-on role regarding young players and be a high profile presence inside the Rangers training complex in Milngavie. Of course Craig Mather is managing director of Simply Sports Management, a fancy name for a company whose business is being football agents and he is obviously only in for the money too, with the special privileged access his status will give him to the Rangers youth stars, a sure fire cash cow for Craig Mather and his Nottingham based Simply Sports Management. Many shrewd observers see the recruitment of Mather, plus the disappearance of Charles Green to goodness knows where over the last few days, as last desperate throws of the dice for the increasingly discredited and more and more harassed looking Charles Green. While McCoist remains on the home front, fighting the good fight on behalf of Rangers. Just as Rangers supporters would expect a true Ranger to do.

As for reports Rangers used double contracts to conceal payments to players – the stories were based on information supplied by former Ibrox director Hugh Adam – Murray dismissed them as fantasy. According to Mike McGill, one of the former chairman’s right-hand men at the Murray Group, Adam had resigned as a director towards the end of 2000, a year before the EBT scheme was introduced. Murray doesn’t see how Adam could have known anything about contracts but McGill said: “The club used an old offshore EBT scheme in 1999 with three players. “That scheme is the subject of the small tax case. The Revenue provided some information to us in early 2011 and we conceded (the £2.8m) based on that information and provided for payment in the club accounts. Whyte did not pay it. “The other scheme was started in 2001 and the larger scheme involves a payment into an offshore trust. But there is no contractual entitlement on the part of the players. That is key to the defence and key to the allegations made by the SFA.” Murray added: “Hugh didn’t know. He wanted to buy Rangers at the time I had the club. He did a great job in running the pools but he became a bit anti-me. “I’ve looked through every year to check my facts and there were no double contracts. Categorically, there were no dual contracts.” Is he lying?, I despise the bastard but I really do hope he is correct.

Shearer and Lennon: a Celtic have played in a "Two Team Leaue" for thirty years ... and now they want to take credit for the trophies Rangers have won over the last ten years! Lennon wants Rangers to lose the five Scottish Premier League crowns and four Scottish Cups they won between 2002 and 2011 if allegations of wrongful registration of players is proven by an SPL commission's investigation. Where do you draw the line? Benny Arentfort had played for Greenock Morton in the Fairs Cup same season he played for us in the final and won the competition. In reality he was "cup-tied". Shall UEFA strip Newcastle of the honour and give the winners medals to Ujpest Dozsa? Lennon: "It will not change what has gone on in the past but I suppose there will be a sort of moral victory in that respect. "It is not going to change my life now, by any stretch of the imagination, but it would be good to be changed for historical reference. "I can't get that title or feeling back and it won't make a huge dent on my life from here on in. It would be a lot better on my CV, though. I wouldn't want the medals - just the recognition.     He already has,many times over!. I let my emotions take over there for a minute, I will always support Rangers, but you can understand some fans just walking away from this sham of an organisation, and I'll repeat it again how much will Ally get to sign the players we need to win the 3rd and 2nd divisions ?
