Even if they did the effect would be insignificant. Neither would fewer divisions make the remaining ones more competitive. Of course it could make it more competitive. If you were Stenhousemuir in the middle tier of 3 leagues as opposed to 3rd tier out of 4 wouldnt you be thinking 'hey a good run and promotion see's us getting into the top league'. And League 1 for that matter. Both went to the last day at all ends and created immense drama. Going to the last day at either end of the table isn't really a measure of competitiveness for a division. In larger divisions more teams are at neither end.
