The government have to answer for that for taking football out the schools and not replacing it with a decent youth set-up. The problem lies in the grass roots. From what I can see schools football seems to be getting played http://www.scottishfa.co.uk/ssfa/football.cfm?page=1392 It's the clubs and the SFA who are responsible for the pitiful state of football in this country, no one else.
