Isn't it two sides of the same coin? If you buy enough shares to get control you need to offer the same price to everyone else. Ie you the threshold is set at the amount you need for control. However, if anyone decides to take him up on the offer, it might be a good opportunity for Club 1872 to then buy those shares from him.
