I've had a wee search and concluded it either means vice lord (I'd guess it means someone who's involved in or wants to be involved in criminality) or virgin lips (fairly self explanatory).  

 

Agree with dB, above - the Turkish rumour mill is even more full of random stabs in the dark that what we witness here in Scotland.

VL means Vulgar Latin (a stage below proper Latin, between it and Dog Latin).

On the Internet, it may mean an impudent Spaniard/Italian/Portuguese/etc. 

On here, for some, at least, it will just mean a Spaniard/Italian/Portuguese/etc.
