Many West Ham fans were opposed to the move but their board went there presumably because of its bigger capacity than Upton Park. It cost something like £270m to convert it into a football stadium of which West Ham paid very little towards. And British Athletics have something like a fifty year lease so modifications are difficult as the running track would have to remain. Spurs originally looked at moving in but want to demolish it & rebuild. That was refused so they re-developed White Hart Lane.
