Holland isn't "in trade talks" with China. Holland is looking for trade opportunities in China. If it finds any, that trade will be conducted strictly in line with EU trade rules. Holland has absolutely no freedom to establish trade agreements with another sovereign state.

I will have to bow to your better knowledge of the trading system. To go back to the original argument Scotland could also have the same relationship within Britain. Not full independence but in control of local monies.

Very lightly. is it 3% fluctuation in tax?

Hard to be sure they have never seen the need to fluctuate.

They're too busy with beer tax, banning big pizzas, making sure our kids know gender is a social construct and making sure parents are supervised (Named Person Scheme) to drive away business by being Socialist and increasing taxes.

As far as I'm aware the Scot Govt has full control over health, education, local govt, housing and other spending. They have a budget to use as they please and the ability to amend tax rates that they refuse to use. That's pretty much all the control Holland has.
