Doesn't answer the question and I can't vouch for it's accuracy, but it does appear that the Premier League does have it's own ideas on the matter.

 

Take a look at the EPL handbook. It's a massive 560 pages in the online pdf format, but you can run word searches on it really fast for words like 'owner', 'percent' (etc) which takes you straight to the relevant sections. In Firefox I just use the 'Find' function (Ctrl+F).

I think the bottom line is that while Ashley is still the owner of Newcastle and with the current Rangers/Sports Direct contract added into the equation, then becoming the largest shareholder in Rangers would be a clear conflict of interest.

Conflict of interest with whom? Who could stop Ashley increasing his shareholding in Rangers?

 

Did this not come up a while ago with another club Rab ? - cant remember exactly whom - but Im sure the rule being quoted was that an individual is not allowed to have a controlling interest in more than one club.
