Given he is attracting interest from other clubs would suggest that he can and would. I'm sure he'd be able to cut it in the lower leagues in the UK. Anyway it's very unlikely that he'll end up here unless Norwich release him which is highly unlikely

It's fine to have a different opinion and fine that you don't want to sign him. But to state a player who played almost every minute for Norwich this season, was their POTY and a n international player, can't cut it elsewhere is simply not true.

Kenny McLean can't cut it elsewhere? Played the entire season for Norwich (close to 50 games) and played 7 times for Scotland this season. On a low fee, he is a decent option. However with 2 years left of his contract, can't see it happening.

Did they score 30 goals as season? Comparing Souness and Butcher (arguably World class players when we signed them) with Shankland is like comparing Josh Windass with Ronaldo.
