THE South African-based businessman brands Ibrox chairman "disingenuous" after being accused of failing to provide proof of funds. DAVE KING has tonight hit back at David Somers’ claims he failed to prove he had the finance to invest in Rangers – and accused the Ibrox chairman of being "disingenuous". Somers had earlier today insisted the South African-based businessman couldn’t provide proof of funds and that made it impossible for the board to accept King’s offer of investment last month. A proposal from King's consortium was considered along with another from former Blue Knight Brian Kennedy before Ibrox directors instead accepted a £2million loan from shareholder Mike Ashley last month. And in an interview with Sky Sports News, Somers said: "We had three people offering us funds and I felt it was very important we do proper due diligence on all three. "In the past Rangers has perhaps done deals it wouldn't have done if it had done proper due diligence. "Where (the King offer) fell down was really at stage one. When I said to all three of these people 'would you show me proof of funds?' two showed me proof of funds. The consortium did not. "The second question for the consortium was, 'I know there are eight of you, I only know three of you. Can I please have the other five names?' And the message I was getting all the time was 'if you agree to do deal, if you persuade 75 per cent of shareholders, then we'll show you funds and you can have the other names'. "When I said to all three of these people 'would you show me proof of funds?' two showed me proof of funds. The consortium did not. "It wasn't meeting the due diligence requirements – they were simple questions. I cannot go to shareholders when I don't know all the names, I can't check the names out and I can't put my hand on my heart and say, 'these guys have the money'. "In the end we had to move on to stage two which left two providers. "Then it was a simple case of which provider was offering the lowest interest rate – Mike Ashley was offering zero interest which is difficult to beat – and which provider wanted least security. Again Mike Ashley only wanted a small amount relative to the other deal. "Once we got to that stage it was a no-brainer which one we were going with." But King has claimed Sandy Easdale - chairman of Rangers' football board - agreed proof of funds and individual identities could be provided once the backing of shareholders was confirmed. He insisted Somers was "being disingenuous with his comments". A statement from King read: "We had private discussions with both (former chief executive) Graham Wallace and Sandy Easdale in which we told them that we would immediately provide proof of funding and details of the full make-up of the consortium following confirmation from Sandy Easdale that the shareholders whom he represents were prepared to support the terms of our investment proposal in principle. "Sandy Easdale agreed to proceed on this basis. Unfortunately he was not then able to provide the confirmation we asked for. There was an interesting footnote to the Daily Record’s coverage of Ed Miliband’s attack on Mike Ashley over the latter’s penchant for zero hour contracts; commenting on the recent flurry of Police activity regarding the acquisition of Rangers by Craig Whyte, it read : “The warrant was issued on the day four men – David Grier, Paul Clark and David Whitehouse, who worked for Rangers administrators Duff & Phelps, and Gary Withey, who represented Whyte – were all detained by police in England acting on behalf of Police Scotland. They are due to appear in court tomorrow. Police Scotland, who are leading a joint operation with HMRC, said “inquires are ongoing” in to the whereabouts of Whyte.” What makes that footnote particularly interesting is that Police Scotland’s Specialist Economic Crime Unit are once again working jointly with HMRC. Some will remember that until recently the former were investigating the latter with regard to leaks of confidential information in the Rangers Tax Case although “they found no evidence that the leaks came from within HMRC”. Perhaps it’s unavoidable given the scope of the enquiry and the limitations on resources but does it not strike anyone else as peculiar that we now have a former suspect at the forefront of an investigation into our club? An agency which itself has been open to considerable criticism over their handling of the whole sorry mess, with serious questions being asked about their professional competency. We don’t need to do “conspiracy theories” when it comes to HMRC – the facts themselves suggest that there are considerable grounds for a government enquiry into their handling of the matter. The latest criminal developments only serve to add fuel to an already highly flammable topic. This after all is the same government agency whom:- 1. As per Keith Jackson’s Daily record expose` allowed Craig Whyte, a man they were already pursuing for tax related matters to the tune of £4 million, to assume control of a company and then fail to contribute PAYE for a period of 9 months and as a consequence forced the company into administration. http://www.dailyrecord.co.uk/sport/football/football-news/ex-rangers-owner-craig-whyte-being-3992415 2. Treated complaints from Rangers shareholders regarding breaches of confidentiality in the Rangers Tax Case as “speculation about alleged breaches of confidentiality” whilst the platforms for the foregoing breaches, The Rangers Tax Case Blog and the BBC Scotland documentary – “The Men Who Sold The Jerseys” were picking up various awards courtesy of the confidential information they had broadcast. 3. Despite the investigation aforementioned by Police Scotland, have failed to explain how evidence in the Rangers Tax case, of which they were custodians, ended up in the hands of BBC Scotland. The remarks and summation by Lord Nimmo Smith in his SPL Commission Report have not been forgotten by the Rangers support, nor will the matter be allowed to rest until a sufficient explanation is provided as to how or who was responsible for such leaks. The Rangers support will welcome the latest flexing of the long arm of the law, not only from the sense of seeing some modicum of justice, but also a means of providing answers, long overdue answers to some of the questions this particularly dark period has caused. I doubt all will welcome such developments. The latest actions by the law enforcement agencies confirm what many of us have suspected for a considerable time – that our club has been used as the vehicle for a fairly elaborate and complex fraudulent scheme and in every sense is itself the victim of the perpetrators. It will be interesting to see whether there is a determination within our club to seek recompense, financial or otherwise, in respect of those who sought to punish the crime’s victim. The tale which will unfold if only half the story however. The decision making process at HMRC and their conduct into the investigation of our club is the untold story. The latter is a story which needs to be told and only a full public enquiry will suffice.

Comments: - David Somers claims Dave King consortium investment offer was breaching regulatory requirements so rejected them at 'Stage One'. - Somers claims 8 people were in King consortium but SA businessman refused to provide names and proof of funds. - Somers said that King was prepared to offer up 3 names before giving the rest if agreement made in principle. - Stage Two represented comparing Ashley and Kennedy bids whereby former was approved due to better deal on interest and security - Somers also claims Rangers make a lot of money from existing retail deal with Mike Ashley.

But skipper McCulloch, who thought he had snatched victory against Alloa with a second-half goal, is confident his side can beat the capital club. He was pleased with the way the League One champions responded to their 3-1 defeat at home at Hibs back in September. And the centre-half reckons Ally McCoist's side can get back to winning against Robbie Neilson's team despite Hearts being unbeaten in the Championship. McCulloch said: "We know the importance of the match. We were disappointed on Saturday and that has made it more important than it already was. "We are going to have to be ready. Tynecastle is always a hard place to go. But we are looking forward to it. "There is going to be a good atmosphere and we will be playing against a good Hearts team. They are very organised. "It is a chance to put right what we did wrong against Alloa on Saturday and I am sure we will be prepared. "We certainly responded to the defeat at home against Hibs in September. We managed to go on an eight-game winning run in all competitions. Hopefully we can do it again." McCulloch was at a loss to explain why Rangers failed for the second time in the campaign to beat Alloa, who equalised with a Liam Buchanan strike. "I honestly don't know what happened," he said. "We were scoring goals freely and keeping clean sheets at the back going into it. "We passed the ball all right at times and created some chances. But we didn't take them, simple as that. RANGERS defender Darren McGregor admits he has been impressed with how Hearts have performed in the SPFL Championship. Robbie Neilson's team has gone undefeated in the second tier this season and currently sits four points clear at the top of the table after 12 games. But McGregor has questioned how the Tynecastle club's young players will cope when the pressure on them grows in the weeks ahead. And the stopper has vowed to turn up the heat on the capital club by helping the Gers overcome Alloa in today's league match at Ibrox. "Hearts have had a great season so far," he admitted. "I can't say they've not done well - they've done amazingly well. "The nucleus of players who were involved for them last season have now bedded in. "I played against them with St Mirren and I think they are a better team this season than last with the experience they have brought in. "In the summer they signed the big defender Alim Ozturk, who has a decent shot on him, while former Dundee United player Morgaro Gomis has settled it down for them in the middle of the park. I really do think they've done superbly. "But my question would be about when the pressure starts increasing and their points advantage gets smaller - can they handle it?" McGregor added: "The lead Hearts had at the top of the league was up to nine points at one stage and now it's four. "And if we beat Alloa it will be down to one point before they kick-off their match away to Falkirk at 5.30pm. "All we can do is win games and apply the pressure. We know that we want to be at the top of the table and we will do everything to get there. "People will tell you that they don't look at papers or their closest contenders but the first thing you do after a game is look to see how your opposition have done. Hearts will be no different. "This will be the first time since the start of the season that they will really feel the pressure if we get their lead down to a single point. "It's a totally different ball game when the pressure is on. "It will be interesting to see how they deal with it." McGregor came on as a late substitute for Rangers in their 2-1 loss to Hearts at Ibrox on the first weekend of the league season back in August. However, he insists that Ally McCoist's team has improved massively since that game and has a good chance of avenging that disappointing result when they take on Neilson's side at Tynescastle next Saturday. THE 29-year-old Light Blues ace said: "The momentum we have gathered over the last eight games means that confidence is high. Any player will tell you that's massive. "We're training well, scoring and keeping clean sheets. That just builds confidence. It will be a great occasion next week. "I think some people have just found their feet here. We have built up this momentum of scoring goals and also not conceding them and now it's about keeping that going." McGregor, though, is focusing fully on today's match with part-time Alloa that Rangers need to win to stay in touch with the league leaders. He said: "For me, this game against Alloa is just as big as the Hearts one. We need to take the three points and apply the pressure. With Hearts kicking off after we've finished, it gives us a chance to do that. "But Alloa proved in the last game we played against them at their place that they are a good team. Whether that's also the case away from home we will have to wait and see. "We're looking forward to it. We have applied ourselves in training this week and we're on a good run just now." McGregor has established himself as first-choice centre- half during Gers' eight-game winning run and has helped them keep out the opposition's forwards for the last six games. He said: "Half a dozen clean sheets in a row is good. I have built up a good partnership with Lee McCulloch. "The manager has told us that we set the tone and lead from the front. "We know that if we keep a clean sheet in games we'll win them because we have guys up front who will put the ball in the back of the net." ALTHOUGH he is delighted to be playing now in his preferred position in the heart of the defence, McGregor does not resent having to begin his Rangers career at full-back. He said: "Centre-half is my position but I played right-back at the start of the season when Richard Foster was injured. "I enjoyed it even though I felt that I wouldn't fulfil my potential there. Playing right back gave me the grounding I probably needed in a Rangers shirt as it was a position where there maybe wasn't as much expected of me. "It settled me down so it was a blessing in disguise." Meanwhile, McGregor has praised the role Kenny Miller has had in Rangers' winning run since returning to the side. He said: "Kenny is a great leader in the dressing room and on the field. You can see a lot of younger guys looking up to him. He inspires them. He's a great asset. "I've seen him doing a bit of analysis on TV and he's great at that too. He demands the boys do everything the right way and I've no problem with that. "It's not as if he moans for no reason, he does it because he wants the best. That includes giving me a hard time for not dropping back and taking the ball off the keeper. "I have to put my hand up and say, 'Okay, Kenny, I'll do it next time.' "He has the experience of playing at the highest level. "You need to absorb all the information he has. You'd be stupid not to. ALLY McCoist is pleased for Rangers fans that Mike Ashley has given up the naming rights to Ibrox. The Gers this week announced that major shareholder Ashley had agreed to turn down the chance to rename the stadium. Supporters were vehemently opposed to the move and had staged protests outside the Sports Direct stores owned by the billionaire. He said: "I can understand people trying to rename stadiums for financial purposes. "But I think to the vast majority of supporters it will still remain Ibrox no matter what you put in front of it. "It would remain what it has been for years and all through the generations. "From the Rangers point of view you could call it whatever you wanted but it would still be Ibrox. "I'm just glad we won't get the opportunity to find that out. "Any good news is welcomed by the Rangers supporters and I think the majority see it that way. I'm delighted for them." McCoist received some good news himself yesterday when he discovered that Lewis Macleod would be available for the SPFL Championship match with Alloa today. Macleod has been training with the Scotland squad this week - but the 20-year-old midfielder was not needed for the Euro 2016 qualifier with the Republic of Ireland last night. And the Gers manager is hopeful that being away with the national squad will have given the youngster a massive lift ahead of the league game. He said: "Lewis has trained with us and is in our squad. "I had a chat with Gordon Strachan. Thankfully, he's in agreement that we would like him to get a game at the weekend. "I think he has a chance of being in our squad! It's safe to say that he is in the Scotland squad for a reason, and the reason is that he has been doing well. "We are delighted that he is back in the squad for the Alloa game because we want all our best players available. On current form Lewis is certainly one of them. "I would imagine he would join back up with the Scotland squad after the game. He's loved it. I spoke to him and he has thoroughly enjoyed it. THE Crown Office will today issue a warrant for the arrest of disgraced former Rangers owner Craig Whyte, the Daily Record can exclusively reveal. Whyte is wanted in connection with alleged fraud over his purchase of the Ibrox club in 2011. The sensational news comes after it was revealed that police forces in England, acting on warrants from Police Scotland, made dawn arrests today in connection with a long-running inquiry into Rangers. Four men were arrested at addresses in Thames Valley, Surrey and Cheshire. The first of the four is Paul Clark, London managing director of former Rangers adminstrators Duff & Phelps. The other three are former Duff & Phelps north of England managing director David Whitehouse, David Greer, a former partner in the business, and Gary Withey, a solicitor who worked with Whyte’s law firm Collyer Bristow. The arrests came at 6am today. Whyte, who has a flat in Monaco, is believed to be out of the country. It is thought the allegations over which the men have been detained centre on claims that Grier and Whyte were known to each other before Duff & Phelps were appointed as Whyte’s choice of administrators for Rangers in 2012. HMRC had at first opposed Whyte’s choice of administrators. Whyte bought the club from Sir David Murray in 2011 for £1 promising to wipe Rangers’ £18 million debt to Lloyds Banking Group. It later emerged he had sold future season ticket sales to London firm Ticketus to finance the deal. RANGERS are set to make a January move for Inverness Caley Thistle defender Graeme Shinnie. Ally McCoist hopes to tie up the full-back on a pre-contract deal that will let him make the switch from the Caledonian Stadium to Ibrox next summer. The Rangers manager is a long-time admirer of Shinnie, and knows he would be an ideal replacement for Lee Wallace if the former Jambo is sacrificed for financial reasons or, alternatively, is tempted down south. The 23-year-old has been a big part of Caley Thistle’s success story, but this week he turned down the offer of a new deal at the Highlands club. Clive Hart, the player’s agent, confirmed: “I have told Inverness that Graeme will be leaving the club. We have turned a new contract offer down.” However, the Light Blues aren’t the only admirers of Shinnie, with Aberdeen credited with an interest last summer that was brushed aside by Caley Thistle. The emergence of Mike Ashley as the key shareholder in Rangers has raised many questions on what his exact intentions are. Some are of the opinion that billionaire Ashley will invest millions into Rangers which sees us dominate Scottish Football and participate in the Champions League. The conflicting aspect of Ashley investing in Rangers is the fact he has complete control of the income generated by the sale of club merchandise and the £1 stadium naming rights, although denied in certain quarters as scaremongering, was only just revoked after pressure to comply with possible fiduciary duties. I was “invited” to attend a meeting at Ibrox today with Rangers’ Director of Communications, Irene Munro and Jim Hannah, Supporters’ Liaison Officer. I had to ask three times by email about the nature of the meeting and eventually was told only that it was “to discuss complaints raised against you by other fans board members”. I asked to be supplied with the details of the complaints before the meeting but this was denied. At the meeting I was told that as a result of two complaints by colleagues on the Fans Board and one complaint from a member of the public, I was being removed from the Fans Board. The complaint from the member of the public was in connection with or as a result of information that I posted about the Rangers Fans Fighting Fund. I was not told the nature of the complaints by members of the Fans Board. These are the relevant sections of the Constitution: 17.Conduct of members of the RFB 17.1 The Elected Representatives shall, in exercising his/her functions as a member of RFB, act in the interests of the Club and RFB; and, in particular, must (a) seek, in good faith, to ensure that RFB acts in a manner which is in accordance with its objects (as set out in clause 3 this constitution); (b) act with the care and diligence which it is reasonable to expect of a person who is managing the affairs of another person; and © in circumstances giving rise to the possibility of a conflict of interest between RFB or the Club and any other party (i) put the interests of the RFB and the Club before that of the other party, in taking decisions as a member of the RFB; or (ii) where any other duty prevents him/her from doing so, disclose the conflicting interest to the RFB and the Club and refrain from participating in any discussions or decisions involving the other Elected Representatives with regard to the matter in question. (d) If, in the opinion of the Club, any Elected Representative is in breach of paragraphs (a), (b) and © above, or in the opinion of the Club, brings the Club into disrepute, the Club shall have the power to terminate that individuals Membership and remove them as an Elected Representative with immediate effect and without notice. There is no right of Appeal. The Fans Board had agreed an interim Code of Conduct which includes up to three warnings but this was not applied because it provides for complaints to be referred to the Office Bearers and there are no Office Bearers in place at this time. I was told that in the opinion of the Club I have not been acting in the interests of the Fans Board and that my position was not tenable, so I was being removed. I was given the opportunity to resign, which I declined. I was then told that Rangers would issue a statement saying that I had “left the Fans Board” but I asked that if they were removing me they issue a statement accordingly.

The clubs are locked in a stalemate over the Scotland youth star’s summer switch from Murray Park to Tannadice. Telfer has made four appearances for United – scoring in the 3-0 win over St Mirren earlier this month – while he made his one and only top-team appearance for Rangers as a sub in April. Under SPFL rules clubs can receive compensation for developing and training players under 23 who move as free agents. Rangers argue they are entitled to six years’ cash for the player between the age of 12 to 18. United, meanwhile, believe the Championship side should only receive money to cover two years since liquidation in 2012. Tannadice chairman Stephen Thompson was even claimed to have said “you’ve only got two years of history”. With both clubs unable to decide on a fee for the player the dispute will now be heard by an independent panel. And McNamara said: “For everybody it would be good if it was sorted, especially for young Charlie. He came in last week against St Mirren and he was excellent. “He was a bit unfortunate not to start the game at Motherwell on Friday but for all of us it would be good if we can get that resolved so we can move on. “There are all sorts of things come in to it, I’m not an expert on that. That will be up for the people in charge of the tribunal to decide.”
