Some of the things Mr Wallace has said and done are open to question by all including me; but at this point there is no evidence that I am aware of that the RFB will simply be a talking shop or used asa PR exercise by the Club. It will be up to those elected to make sure it is a strong and influential body. I can do no more than suggest that voters chose the candidates who they feel best suited to hold the Club to account on supporters issues. -

I understand why some folk might be very sceptical about this Fans Board but I have been assured that it is not simply a PR exercise. Mr Wallace claims it was his idea and I for one certainly am not in a position to doubt him on this matter, though I do appreciate why some people might not find anything he says entirely convincing. If you look at the candidates CV's you will find some highly experienced businessmen and executives, a surgeon, a lawyer, an accountant and a variety of other people who have experience in managerial and leadership roles; not to mention a couple of folk who dare I say are well known around here for not being shy about coming forward. I find it very difficult to imagine that board composed of such people would simply be cannon fodder for the RFC Board or be their puppets. The job description is to ensure that the RFC Board are aware of fans views on relevant issues and equally to ensure that the Club's decision making process is communicated to fans. I am sure that all any candidate would ask is that the electorate read each person's CV with due care and attention and decide who they think would best be suited for such a role and vote accordingly. -

Voting Now Open Rangers Football Club received a number of high-calibre applications to join the Official Rangers Fans Board. Since the deadline of 19 August, the independent Nominations Committee has been carefully reviewing the applications and have narrowed these down to 39 candidates for you, the Club Members, to vote on from today (Monday 8 September, 2014). The Nominations Committee – Reverend Stuart MacQuarrie, former Rangers Captain David Weir, international rugby star Alastair Kellock and supporters Tom Mowbray, Mhairi McKenzie, Melville Curry, Ross Hardie and Holly-Jade Johnston – selected applicants from a number of supporter categories and Club Members can now see their full applications then vote online at fansboard.rangers.co.uk from today until 9am on Saturday 20 September. Club Members can vote for one candidate in each of the following categories:- Female Fans - 5 candidates Families - 3 candidates Overseas Fans - 3 candidates Fans in Glasgow/Govan Community - 3 candidates Disabled fans - 2 candidates Ethnic Minorities - 2 candidates Under 18s - 2 candidates Ibrox match ticket purchasers - 2 candidates Corporate fans - 4 candidates Fans who attend away games - 3 candidates Rangers Official Members - 3 candidates Season Ticket Holders - 7 candidates Rangers Members over the age of 16 can vote from today, Monday 8 September by visiting fansboard.rangers.co.uk and using your membership number and password. It might not be that easy for him to get to 10% The total number of shares after the Offer will be 85,675,259, so 10% = 8,567,526 He has 3,000,000 at present entitling him to [0.30185 x 3,000,000] 905,550 in the Offer, so his total then would be 3,905,550. In order to get to 8,567,526 he would need to be able to acquire 4,661,976 Excess shares in the offer, which is 23.5% of the 19,864,918 on Offer. So he needs that percentage not to be taken up and he needs to be allocated them by what process isn't clear in the Announcement.

I've published all this stuff before but here we go again. Firstly it should be noted that the UEFA CLUB LICENSING AND FINANCIAL FAIR PLAY REGULATIONS cover a great deal more than just accounts. They run to more than 80 pages http://www.uefa.org/MultimediaFiles/Download/Tech/uefaorg/General/01/80/54/10/1805410_DOWNLOAD.pdf and include: SPORTING CRITERIA INFRASTRUCTURE CRITERIA PERSONNEL AND ADMINISTRATIVE CRITERIA LEGAL CRITERIA FINANCIAL CRITERIA THE Deadline for submission of the application to the licensor is the date by which each licensor requires licence applicants to have submitted all relevant information for their applications for a licence. The SFA has a similarly obscure rule and at this time of the morning I can't be bothered trying to find the actual date but obviously it has to be some time in one season, probably quite early, for the following season. So that would mean that ordinarily Rangers would need to have three years accounts PRIOR to the season for which application is being made; so 2012/13, 2013/14 and 2014/15, the last of which would not be available until the Autumn of say 2015 to apply for 2016/17 PROVIDED THAT such accounts were available BEFORE THE SFA DEADLINE whenever that may be. These clauses seem particularly relevant Article 12 – Definition of licence applicant 2. The membership and the contractual relationship (if any) must have lasted – at the start of the licence season – for at least three consecutive years. Any alteration to the club’s legal form or company structure (including, for example, changing its headquarters, name or club colours, or transferring stakeholdings between different clubs) during this period in order to facilitate its qualification on sporting merit and/or its receipt of a licence to the detriment of the integrity of a competition is deemed as an interruption of membership. Article 15 – Special permission 1. If a club qualifies for a UEFA club competition on sporting merit but has not undergone any licensing process at all or has undergone a licensing process which is lesser/not equivalent to the one applicable for top division clubs, because it belongs to a division other than the top division, the UEFA member association of the club concerned may – on behalf of such a club – request an extraordinary application of the club licensing system in accordance with Annex IV. 2. Based on such an extraordinary application, UEFA may grant special permission to the club to enter the corresponding UEFA club competition subject to the relevant UEFA club competition regulations. Such an extraordinary application applies only to the specific club and for the season in question. ANNEX IV: Extraordinary application of the club licensing system 1. The UEFA administration defines the necessary deadlines and the minimum criteria for the extraordinary application of the club licensing system as specified in Article 15(1) and communicates them to the UEFA member associations at the latest by 31 August of the year preceding the licence season. THIS GIVES US A CLUE THAT THE DEADLINE MUST BE AFTER 31 AUGUST IN THE PRECEDING SEASON BUT EARLY ENOUGH FOR THE SFA IN THIS CASE TO GO THROUGH IT AND SUBMIT THE APPLICATION WHICH MUST TAKE SOME MONTHS. 2. UEFA member associations must notify the UEFA administration of such extraordinary application requests in writing and stating the name of the club concerned by the deadline communicated by the UEFA administration. 3. The UEFA member associations are responsible for submitting the criteria to the club concerned for the assessment for the extraordinary procedure at national level. They must also take immediate action with the club concerned to prepare for the extraordinary procedure. 4. The club concerned must provide the necessary documentary proof to the licensor that will assess the club against the fixed minimum standards and forward the following documentation in one of the UEFA official languages to the UEFA administration by the deadline communicated by the latter: a) a written request to apply for special permission to enter the corresponding UEFA club competition; b) a recommendation by the licensor based on its assessment (including the dates and names of the persons having assessed the club); c) all documentary evidence provided by the club and the licensor as requested by the UEFA administration; d) any other documents requested by the UEFA administration during the extraordinary procedure. 5. The UEFA administration bases its decision on the documentation received and grants special permission to enter the UEFA club competitions if all the set criteria are fulfilled and if the club ultimately qualifies on sporting merit. The decision will be communicated to the UEFA member association, which has to forward it to the club concerned. 6. If such a club is eliminated on sporting merit during this extraordinary procedure, the UEFA member association concerned has to notify the UEFA administration immediately, and this procedure is immediately terminated, without further decision. Such a terminated procedure cannot be restarted at a later stage. 7. Appeals can be lodged against decisions made by the UEFA administration in writing before the Court of Arbitration for Sport (CAS) in accordance with the relevant provisions laid down in the UEFA Statutes. Based on the foregoing I would say that Rangers would need to ask the SFA NOW to provide the criteria for the assessment for the extraordinary procedure in case we win the Cup this season so that we could play in the EL next season. Even then It is not clear that we would have the three years acccounts ending 2014/15 by whatever trhe deadline is for the normal procedure in time to be licensed for 2016/17, so the special procedure may have to be invoked again if we are in the SPL and anticipated qualifying by finishing in the top 3. Lots of IFS, BUTS AND MAYBE'S HERE. Anyone who wants to do some more digging to find the actual SFA deadline date is more than welcome. -

I did say "or the like". You have to have a professional qualification for two of the positions and very specific criteria have been set out for the other three which are in two cases tantamount to the same thing. One place is being reserved for a member of the current unelected Steering Group which is otherwise to be perpetuated in its current state. In summary the process which is being written up into a resolution for the members to vote on is as follows: There will be up to 5 elected positions (dependent on number of people standing so that all positions are contested) ** There is a list of 4 specific roles that must be fulfilled by members of the board, if these roles are not fulfilled by suitably qualified people from the open elections then these positions will be co-opted ** Additionally the Board will co-opt a member of the Steering Group who will have responsibility for coordinating as noted in the additional job description Members will cast a vote on first past the post basis for each candidate, with those polling the most votes being elected for the positions available to be filled SDS and Enabling Sport CIC will interview all prospective candidates with a view to making sure they fully grasp the legal responsibilities that becoming a Director of a CIC involves. ES will also act as returning officer and scrutiniser and will help with an induction programme for successful candidates. No expenses or payment will be made to any Elected Member, there will be at least 4 meetings per year. All prospective candidates will be asked to self-assess on the following basis. It is vital that those initially elected to the Board of Rangers First bring as much focus to the organisation as possible and not themselves. It is therefore the desire of the organisation that in this first election we will ask all prospective members of the Board to confirm that they accept that in being entrusted by the members of RF to become members of its Board they accept that this role comes with responsibilities to put RF and the Club first and to ensure that nothing that they do or say could adversely affect it – this applies to the past actions as to the future. The Rangers First Board needs to be open and participative and able to work with any and all Rangers supporters in the agreed interests of our Club, and focus the attention of members non-members and the media should remain on Rangers First and not board members personal history and conduct. All elected members will be asked to declare any social media accounts they have in their own name and any Pseudonyms Further Rules of Directors conduct will be developed, based on the statement of values and principles. The Board will consist of the following key roles, either elected or co-opted Chairman - Candidate is required to have a proven track record in business with previous experience in a CEO or Chairman role. Ideally candidate will have an excellent list of contacts across a wide range of commerce, politics and the wider society in general. Legal and Company Structure expert – Candidate must be a fully qualified legal representative ideally with previous knowledge and experience of Community Interest Companies or similar organisation type. Chartered Accountant - Candidate must be fully qualified and member of professional accountancy body (ICAS, CIMA, ACCA ). Ideally candidate will have several years’ experience working in an accountancy firm preferably at partner level. Media/Marketing/PR individual - Candidate will be responsible for overseeing the media related activities of Rangers First. Ideally they will have an extensive list of Public Relations and Media contacts throughout the UK and be prepared to establish and co-ordinate a media and marketing strategy for Rangers First. They should also be prepared to act as spokesperson for the organisation when required. A Operations Director Co-opted from the Steering Group, A Steering Group representative who will act as the main source of communication between the Rangers First board and working parties. They will also be responsible for managing and co-ordinating steering group meetings and ensuring that all activities and projects are delivered on schedule. This is a very hands-on position and ideally candidate will have previous experience of project management or similar. ** I don't understand these statements because if say there is only one accountant in the membership there will be no election, so who would be co-opted, the same person? Also you have to be suitably qualified to stand in the election so how could people who are not suitably qualified be elected? Anyway, the elections aren't "open" if they're restricted to people who are "suitably qualified". I have been involved in a lot of boards and committees in my time but never one where you were specifically electing a Chair, Treasurer (presumably the CA), Company Secretary (presumably the lawyer) etc. There is no provision for "ordinary" members of the Board. In effect what is being elected is an Executive not a Board. But who am I to question Archie Bethel CBE. I would also like you to bear in mind, Hildy, that I had to fight tooth and nail to get RST to adopt the SD Model Rules on Election process back in 2010 and even then I was not entirely successful. The Chair and other parties made life extremely difficult for me. An election Notice was pulled from the RST web site because a certain party didn't want there to be a nominations procedure. Hitherto there was no proper procedure for nominations etc and there was the highly unusual practice of voting "for and against" candidates in an open ballot. I hope its better now. So this is not point scoring for or against either organisation. I have been consistent in wanting both these bodies to adopt proper election procedures.

Hopefully you can sign up Messrs Walters and Roberts. I offered to help the Steering Group in an Administrative or Secretarial capacity but did not receive any response. I also offered to assist with drafting a Constitution but that wasn't taken up either. Which is perfectly fine by me, provided the job gets done. But how there can be elections without a constitution is beyond me. I don't recall making a public statement to the effect that I wanted a position on the Board but I may well have done as I certainly was thinking that way at one point. However, if the procedure goes through as currently proposed, then I will not stand in the election because I do not agree with an election for specific positions. In my opinion there should be an open election and then the Board should appoint it's own Executive Officers and co-opt for skills, qualifications or experience it does not have. Expenses are not a financial reward, as an accountant you should know that. If I was on the Board, I would not take expenses but I think there may be some people who would be put off from applying if they have heavy travelling expenses which they cannot reclaim. However, given that you can only stand in the election if you have a professional qualification or the like, then that shouldn't be an issue. I am a member of RF and sincerely hope it is successful but the current numbers vis-a-vis the original projections do not look very encouraging. Perhaps I am being a realist rather than a pessimist.

Which begs the question, why hasn't there been a full scale public launch, if memory serves me this was supposed to be within the first three months. Albertz is on board apparently, surely he could lead the charge.

Two years mate, Rangers are already planning for what they will do instead of touring the States in the summer of 2016 when we have to start in July in the ELQ1 Keep the faith! -

Thanks for answering, it wasn't clear from the statement whether or not you had the cash to take up your FULL entitlement. Do you now feel able to say how many monthly contributors you have and/or how much you are raising monthly? -
I suppose that's true Greg, if you call 12 more investors or 1% "significant"? However, I feel sure you'd agree that 1,184 investors (I know that strictly speaking they are not "members") is desperately disappointing after 6 months when the number 20,000 was bandied about at the outset (and repeated on the video) and most people thought that at least 5,000 was not unrealistic. I don't want to keep you away from your favourite forum for too long but as someone who was appointed to the Steering Group can I ask you why you think the uptake since the end of March has been so poor and what the SG have been doing about it? I was extremely enthusiastic at the outset but must admit I am having my doubts about whether it will ever make a real impact.

Currently RST have more shares but don't want to say how many they have paying monthly; the last figure I heard was around 200. I reckon in about a year both groups will have about the same number of shares.

As you mentioned, RF had 1,000 members after six weeks; now after 6 months they have 1,172 paying monthly. At this rate of progress it will take 55 years to get 20,000 fans signed up.

If we could start with a blank sheet of paper that might well be feasible, as for example with FC United of Manchester. Unfortunately we don't have a blank sheet of paper. The way football clubs are structured mostly as plc's in this country means the only way to do it is buying sufficient shares to get some degree of influence and that's still a long way off despite more than 10 years of the RST and the newly formed RF.
